The PositionThe City of Riverside is seeking an experienced and creative
Senior Media Production Technician to join our Department of Marketing and Communications' RiversideTV team. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
In this role, you will be involved with citywide media production efforts, creating high-quality video and broadcast content for web, social media, and the RiversideTV channels, including live event coverage. You’ll operate and maintain professional studio, field, lighting, and audio equipment; actively work on projects from concept to completion; and support City Council meetings, special events, and public safety communications. This is an opportunity to combine your technical expertise, storytelling skills, and project management abilities to produce content that informs, engages, and inspires the Riverside community.
Under general direction, a Senior Media Production Technician will coordinate City-wide communications activities; coordinate production services related to both taped and live telecasts; operate video cameras, edit videotape and perform related production functions; write narrative copy for productions and provide other writing services as needed; and perform related work as required.
Work PerformedDuties may include, but are not limited to, the following:
- Coordinate City-wide communications including acquisition, maintenance and repair activities for radios, pagers, cell phones and related equipment; inspect new equipment for compliance with specifications; follow-up with vendors; and maintain records on equipment.
- Assist in the administration of the communications budget and service contracts; participate in Broadcast Production Control; procure needed equipment at the lowest reasonable cost to the City.
- Coordinate City-wide production services related to both taped and live telecasts, video programs and training films.
- Manage and maintain the City Council chambers audio-visual system on a daily basis and operate all audio visual equipment in cooperation with City’s cable company during all City Council and other appropriate meetings; maintain the City Council’s Master Clock System.
- Set up, operate and maintain studio, production facilities and field production elements and equipment including scheduling and staffing, television cameras, video records, microphones, lights and graphic equipment.
- Provide troubleshooting assistance to City departments and personnel regarding communications equipment issues; determine if issues are equipment related or due to user error; provide training to equipment users as required.
- Direct program production from original concept to completed project.
- Install and maintain City surveillance systems.
- Maintain audio visual recordings in accordance with Assembly Bill 839.
- Assist with special events and ensure proper public awareness of City programs through video documentation.
- Train and supervise part-time staff members and/or volunteers needed for live presentations.
- Encourage and facilitate area schools in creating educational access programming suitable for cable casting on Channel 53.
- Assist with public information duties by creating ways to inform the community; speak publicly to make citizens aware of Channel 53's role in the community.
- Research, recommend and implement new equipment and technologies.
- Create videos and training materials for the City of Riverside.
- Assist with Emergency Operations Center (EOC) set up and operation.
- Perform other duties as assigned or required.
QualificationsEducation: Equivalent to the completion of an Associate Degree (60 semester units) from an accredited college or university in communications, journalism, television production or a closely related field. Additional qualifying experience may be substituted for the educational requirement on a year-for-year basis.
Experience: Three years of experience in professional telecommunications including one year of experience with audio-visual support.

Service Employees International Union (SEIU) - General Unit The City offers an attractive benefits package, the central provisions of which are as follows:
- Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Health Insurance - The City offers six health insurance plans and contributes up to $1,537 per month for HMO plans (family coverage).
- Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
- Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
- Life Insurance - The City provides and pays for term life insurance equal to $100,000. Additional Life Insurance is available and voluntary for employees and eligible dependents (up to $300k).
- Deferred Compensation - The City contributes $25 a month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
- Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the SEIU MOU for specific details.
- Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
