THE POSITION
Under administrative direction, plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the WESA Human Resources Department, which provides Human Resources services to both the EVMWD and Meeks & Daley Mutual Water Company.
These functions and activities include recruitment and selection, labor and employee relations, classification and compensation, benefits administration, training and development, occupational safety, risk management and liability insurance, and workers’ compensation administration; formulates departmental policies, goals, and directives; coordinates assigned activities with other District departments, officials, outside agencies, and the public; fosters cooperative working relationships among District departments and with intergovernmental, regulatory agencies, and various public and private groups; provides highly responsible and complex professional assistance to the General Manager in areas of expertise.
THE COMMUNITY:Our offices are located in the City of Lake Elsinore. The city was ranked as the twelfth fastest growing city in California between 2000 and 2008. As of the 2020 census the population has grown to just over 70,000. Lake Elsinore encompasses a large geographical area. To better distinguish the wide variety of neighborhoods, the city is organized into eleven districts. Each district beholds its own unique geography, culture, age, and history which together make Lake Elsinore a very diverse and culturally rich city.
The community offers a wealth of recreational opportunities on its pristine freshwater lake, with over fourteen miles of shoreline, Lake Elsinore has something for everyone. It’s ideal for fishing, boating, jet skiing, water skiing, wake boarding, kayaking, paddle boarding, windsurfing, and swimming. About WESAThe Water Employee Services Authority (WESA) was established as a Joint Powers Authority (JPA) between the Elsinore Valley Municipal Water District (EVMWD) and the Meeks & Daley Water Company. As a JPA, WESA provides high-quality administrative, operational, and professional water and wastewater services to both partner agencies.

Elsinore Valley Municipal Water District (EVMWD)EVMWD provides public water service, water supply development and planning, wastewater treatment and disposal, and wastewater recycling. Currently, the district has over 49,000 water, wastewater, and agricultural service connections.
Water is supplied by dozens of wells, imported water connections, and surface water treatment. Wastewater is collected and treated by EVMWD’s three modern water reclamation facilities and through contract with a neighboring agency.

Meeks & Daley Mutual Water CompanyMeeks & Daley is one of the oldest water purveyors in the Inland Empire and was established by farmers in 1885 to bring irrigation water from the mountains into the fertile plains of Riverside and San Bernardino Counties. Today, much of Meeks & Daley’s water is used for growing urban areas. As majority shareholder, EVMWD uses this portion of its water supply portfolio in exchange agreements with neighboring agencies, and it is also responsible for maintaining Meeks & Daley facilities and water rights.

Typical QualificationsAny combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in Human Resources, Organizational/Workforce Development, Public or Business Administration, Industrial Relations, or a closely related field. A master’s degree is preferred.
Experience: Ten (10) years of increasingly responsible experience in human resources, labor and employee relations, or a related field, d, including five (5) years of senior management and administrative experience.
Supplemental InformationSALARY and BENEFITSThe salary range is
$ 193,878.48 - $ 254,367.24 per year with an excellent benefits package. Placement within the salary range will be based on the candidate’s qualifications and experience.
Health and Welfare Benefits: The Authority provides HMO and PPO medical plans, dental (full time employees only), vision, accidental death and dismemberment insurance, a life insurance policy equal to two times the annual salary for the employee (max coverage $200,000) and a $1,000.00 policy for eligible dependents. Benefits become effective on the first of the month following a 30-day waiting period and the Authority contributes 90% of the cost of such insurance (Employer Life, LTD and AD&D premiums are paid 100% by the Authority).
Please note: some pre-existing conditions may not be covered for a limited period of time.
Retirement: The Authority contracts with Public Employees Retirement System (PERS) of the State of California for employee retirement benefits. The below definitions of “Classic” or “PEPRA” is determined by CalPERS, according to their predetermined criteria.
“Classic” PERS Members (previously worked for another PERS agency or an agency with a reciprocal retirement system) shall be enrolled in the 2.7% at age 55 formula, these employees pay 8% to PERS.
“PEPRA” PERS Members (new members) shall be enrolled in the 2% at age 62 formula, these employees pay 7.75% to PERS.
Deferred Compensation: WESA currently has three deferred compensation plans to which an employee may voluntarily contribute up to $23,500 for the 2025 plan year. The Authority does not contribute to these plans.
Holidays: Twelve (12) paid holidays per year. Upon employment with the District for one year, employees receive one (1) floating holiday annually.
Vacation: Employees accrue vacation at the rate of 3.08 hours per two-week pay period for the first 4 years of employment; 4.62 hours for years 5-8; 6.16 hours for years 9-13; 6.47 hours for years 14-18; and 6.78 for 19+ years of service.
Sick Leave: For all full-time employees, sick leave is accrued at the rate of 3.70 hours per bi-weekly pay period for a total of 96.20 hours per year with unlimited accumulation.
Administrative Leave: After completion of the probationary period, salaried exempt employees will receive an allotment of paid administrative leave each fiscal year. Executives will be provided with sixty (60) hours of paid administrative leave per fiscal year.
Additional benefits available include: 9/80 work schedule, Flexible/Hybrid work schedule, Direct Deposit, Flexible Spending Accounts, Employee Assistance Program, Educational Assistance, Certification Reimbursement Program, Certification Bonus Program, Interest-Free Computer Loan Program and three credit unions.
