Essential Job Functions What will you do as a Human Services Administrator I? - Directs, through subordinate supervisors, a major segment of an income maintenance program which provides cash or in-kind assistance to recipients of categorical and/or indigent aid.
- Directs, through subordinate supervisors, work units engaged in the delivery of social services including adult, refugee and Greater Avenues of Independence (GAIN) program services.
- Provides administrative support services in district offices and reviews the testing of new and revised procedures to determine their impact on line operations.
- Conducts the more complex analysis and interpretation for a major segment of a large welfare program such as CalWorks.
- Initiates and supervises the research, analysis, and implementation of changes in policies and procedures in order to improve operational effectiveness and efficiency.
- Works with operational divisions to assist in the application of approved policies and procedures.
- Directs the control of appropriations within an approved program of service; develops and provides justification for budget adjustments and periodic allocation changes.
- Analyzes and interprets new and revised State regulations; prepares instructions to implement changes and acts as a technical resource to staff involved in implementing new and revised programs.
- Directs and coordinates the departmental employment placement program for recipients of General Relief. Provides specialized staff support to departmental staff or directs a specialized staff training unit.
- Assists in the administration of the fiscal aspects of public assistance programs.

Requirements Requirements to Qualify OPTION 1: Two (2) years of experience supervising in two of the following areas or four (4) years of experience supervising in one of the following areas: social work, welfare eligibility determination, appeals investigation, quality auditing, fraud investigation, or GAIN case management.
OPTION 2: Four years of experience in a responsible staff* or administrative capacity**, analyzing and making recommendations for the solution of problems of organization, procedure, program, budget or personnel.
Graduation from a four (4) year accredited college or university with a Bachelor's degree or higher *** can be substituted for two (2) years of the required experience under Option 2.

Physical Class Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
License A valid California Class “C” Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Special Requirement Information * Responsible staff capacity is defined as staff experience at the journey-level requiring working knowledge of rules, regulations, and other guidelines relating to program area assigned . S taff experience is defined as working in an advisory capacity to line managers to provide program and administrative support. Work includes assisting and supporting administration by doing research, analysis and making recommendations to line managers on matters such as: utilization of personnel, allocation of funds, workload and workload fluctuations, and program and procedures for accomplishing work objectives. Work under general supervision of the line or division manager.
** Administrative capacity is defined as experience at the level of independent responsibility for assignments of average difficulty, analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management. This experience also includes responsibility for the development of procedures and participation in policy formulation.

MULTIPLE CHOICE ASSESSMENTS AND/OR SIMULATIONS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19. Candidates who passed the assessment(s) are placed on a list in the order of their score group for a period of twelve (12) months. We will use this list to fill vacancies throughout the Department of Aging and Disabilities, as they occur.
Selective Certification From those who pass the assessment, we may establish secondary lists targeting additional qualifications we are seeking for specialized positions. We are looking for specific experience in areas like assisting the administrative and operational functions of a government-funded program and/or supervising the daily operations of a social services program, and need you to answer the supplemental questionnaire carefully, specifically, and accurately in order to be considered. Please list the experience we are asking about, and do not just respond with "see resume/application".
Transfer of Test Components If you have taken identical components recently for other exams, your responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.
