The JobChildren and Families Commission - First 5 San Bernardino is seeking a Operations and Budget Officer (Contract) to oversee every aspect of Children and Families Commission's operating budget and fund balance, revenues, trending, impact analysis, balance sheets and annual audit under the direction of the Assistant Director, performing a broad range of of duties.
Primary duties include but are not limited to:- Direct the preparation of complex fiscal analysis and management reports, which provide timely statements of the First 5 San Bernardino’s fiscal condition.
- Directs the preparation of the financial statements in preparation of annual audits.
- Plan, supervise, and conduct complex organizational and functional studies on departmental matters including fiscal operations, budget, equipment use, staffing, contracts, workflow, space, training, and legislation.
- Analyze gathered data and develop reports with recommendations; coordinate implementation of approved changes.
- Oversee initial budget preparation, develop budget justifications, prepare final budgets, and supervise budget performance monitoring.
- Initiate and recommend corrective actions on budget variances to meet budget objectives.
- Develop and establish contract forms and procedures; supervise or personally prepare complex contracts.
- Interpret financial and operational contract terms; conduct or direct audits to ensure compliance with contracts and regulations.
- Recommend solutions for contractual problems.
- Direct fiscal activities via subordinate Supervising Accountant; supervise accountants, analysts, and support staff.
- Manage hiring, training, work assignments, evaluations, discipline, mentoring, and professional development of staff.
- Oversee business office management activities through subordinate Business Office Manager.

This is a contract, non-classified position and serves at the pleasure of the Children and Families Commission and the Appointing Authority. CONDITIONS OF EMPLOYMENT Travel: Travelthroughout the County is required. Employees will be required to make provisions for transportation and may be required to use personal vehicles (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation.
Background : Candidates selected for this position must pass a background investigation and medical examination including drug screening; candidate selected for law enforcement departments, public safety positions, or positions where legally required, must pass a more stringent background check.

Minimum RequirementsEducation: A Bachelor's degree or higher from an accredited college or university in finance, economics, accounting or public/business administration, or other relevant field.
AND Experience: Two (2) years of professional-level governmental accounting and finance experience with administrative oversight for financial analysis, budget management, and internal service fund rate calculations. Must include at least one (1) year of supervisory experience. Experience may be concurrent.
Desired QualificationsThe ideal candidate will possess a Master’s degree and have experience with SAP.
