    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION

    Under the direction of the Recreation Grants Branch, this position performs highly complex (senior-level) managerial work to limit operational risk and ensure delivery of effective grant management services. Reviews, evaluates, and streamlines business and management practices for Branch operations. Ensures consistency across programs where applicable. Provides guidance and direction to staff to ensure they meet the highest performance level and adhere to the agency policies and procedures and all applicable laws. Ensures that the Branch delivers high quality customer service in accordance with the Agency's values. Supervises the work of others. Critical leadership position that works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree.

    Experience:

    Five years experience in operation development or administration at a state or federal agency.

    Three years experience in process development and implementation of a state or federal grant program.

    NOTE: Experience may have occurred concurrently.

    Licensure:

    Applicant must possess a valid State driver's license.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    One additional year of the required experience in operation development or administration at a state or federal agency may substitute for 30 semester hours of the required education, with a maximum substitution of 120 semester hours.

    Experience:

    Graduation from an accredited college or university with a Master's degree may substitute for one year of the required experience in operation development or administration at a state or federal agency.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge and understanding of the regulatory issues, reporting and requirements as provided by federal and state laws pertaining to the Recreation Grants Branch;

    Knowledge of legislation pertaining to Recreation Grants Branch programs;

    Knowledge of Agency and Branch policies, procedures, processes, and internal controls;

    Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures;

    Knowledge of methods and procedures analysis techniques;

    Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems;

    Skill in creating Standard Operating Procedures;

    Skill in evaluating process flows;

    Skill in compiling data and reports;

    Skill in the use of a computer and Microsoft Suite programs;

    Ability to evaluate and manage the operations of the Recreation Grants Branch;

    Ability to develop and evaluate administrative policies and procedures;

    Ability to anticipate and mitigate risk;

    Ability to ensure that all business functions are in line with strategic goals;

    Ability to communicate effectively;

    Ability to develop and monitor Key Performance Measures;

    Ability to prepare reports;

    Ability to lead and supervise the work of others.

    WORKING CONDITIONS

    Required to work from 8:00 am to 5:00 pm, Monday through Friday; alternative work schedules may be available;

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures;

    Required to travel 5% with possible overnight stays;

    May be required to operate a State vehicle;

    Non-smoking environment in State buildings and vehicles.
