On June 22, 2021, the Board of Supervisors approved a motion to create the Jail Closure Implementation Team (JCIT) to distill the various recommendations from the inventory of studies and reports concerning the closure of Men’s Central Jail. Guided by the “Care First, Jail Last” vision, the JCIT’s mission is to safely and methodically depopulate and eventually close Men’s Central Jail by expanding the continuum of care for individuals being diverted or released from jail, while ensuring public health and safety. The Chief Executive Office is seeking qualified candidates to fill emergency Special Services Assistant V vacancies related to JCIT.
Applicants will be processed on an as-received basis and those who meet the requirements may be hired on a temporary basis for up to 90 days.
Before the end of your temporary work period, you will undergo an assessment which consists of an evaluation of experience based upon your performance. This assessment will be weighted 100% and will evaluate your general ability to perform the job duties.
Those who successfully pass the assessment will be placed on a list for and considered for permanent appointment to Special Services Assistant V.
Essential Job Functions- Assists the Executive Director of the Community Safety Implementation Team (CSIT) in managing policy development, process and implementation planning and budget recommendations.
- Analyzes and evaluates data related to jail populations, crime rates, and alternative program outcomes to inform decision-making.
- Oversees and manages the most complex projects related to jail closure, ensuring timelines and objectives are met.
- Assists the Executive Director in managing the process of expanding the continuum of care for individuals diverted or released from jail, including housing, substance abuse treatment, mental health services, and employment assistance.
- Solicits, synthesizes, and provides expert analysis and recommendations on issues related to systems of incarceration, jail depopulation, and jail closure.
- Oversees the analysis and interpretation of data related to jail populations, crime rates, and alternative program outcomes to inform decision-making.
- Oversees and coordinates the activities and professional development of CSIT staff.
- Acts as official representative of the Chief Executive Office, as directed
- Represents management in establishing and maintaining administrative and operational coordination between County departments, and with State and/or federal entities.
- Manages efforts to prepare reports, studies and correspondence related to the closure of the Men’s Central Jail.
Requirements
MINIMUM REQUIREMENTS:
TRAINING AND EXPERIENCE:
Four years of experience in an administrative, advisory, or supervisory staff capacity dealing with fiscal, budgetary, legislative, governmental, or similar complex issues, at the level of Los Angeles County's class of Special Services Assistant IV.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
2 - Light.

EXAMINATION CONTENT
Near the end of your temporary assignment, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be placed on a list and considered for permanent appointment.
