    The Department of Public Health (DPH) offers an exciting opportunity for a challenging career as the Assistant (Deputy) Health Officer** to assist in planning, organizing, and directing functions of the DPH within San Bernardino County. The incumbent will provide medical leadership for all aspects of DPH, as directed by the County Health Officer. This position reports directly to the County Health Officer.

    Duties include, but are not limited to, the following:
    • Assumes the duties of the Health Officer in the Health Officer's absence
    • Provides direct supervision of the Chief Medical Officer (CMO) and Chief Dental Director (CDO) for San Bernardino County health centers and the medical/dental mobile units
    • Oversees the mobile/field services and staff including but not limited to mobile medical/dental units
    • Develops, leads, and maintains the medical residency programs, as directed by the Health Officer
    • In conjunction with the Health Officer, works with public health leadership to coordinate and direct care as needed, for the community response
    • Oversees the surveillance, detection, prevention and treatment of communicable diseases, labs, chronic disease, substance use disorders, and environmental health in San Bernardino County
    • Acts as the Tuberculosis Control Officer of the County with all of its duties and powers in the absence of the TB controller
    • Assists with the oversight of the medical decisions involving STDs, HIV, substance use disorders and other Title 17 reportable diseases in the absence of the CD/STD controller
    • Chair of committees as assigned by the Health Officer or the Public Health Director
    • Develops, implements, and monitors policies, procedures, systems and standards for county operated and contracted medical services to ensure effective delivery of services and compliance with local, state and federal laws pertaining to the practice of medicine within the county setting
    • Establishes annual goals, objectives, strategies, and makes recommendations for improvement activities
    • Directs and approves through subordinate managers the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce
    • Educates and provides updates to the medical community and other stakeholders regarding essential functions in the prevention, surveillance, control and treatment of Public Health issues
    • Other duties as assigned

    CONDITIONS OF EMPLOYMENT

    Travel: Travel throughout the county is required and employees will be required to make provisions for such transportation.

    Out-of-State Licensed Physicians: Applicants who possess a physician's license issued by a state other than California must obtain and maintain the required State of California's physician's license issued by the Medical Board of California prior to hire/employment start date.     California License Eligible Physicians: Applicants who are eligible for a license to practice medicine and surgery in the State of California, but who do not currently have a California license may be considered. Applicants must obtain and maintain the required State of California's physician's license issued by the Medical Board of California prior to hire/employment start date. Contingent job offers may be made to applicants who have provided verification that they have applied for their State of California's physician's license with the Medical Board of California.

    Board-Eligible Licensed Physicians: Incumbents who do not already possess the required board certification (as described in the minimum requirements) must obtain and maintain the required board certification prior to hire/employment start date. Contingent job offers may be made to applicants who have provided verification that they have applied for their required board certification with their respective specialty board.

    Minimum Requirements

    Applicants must meet all of the following licensure, certification, and experience requirements:

    Licensing and Certifications: Applicant m ust possess and maintain a valid, unrestricted Physician’s and Surgeon’s license issued by the California Medical Board OR Possession of a valid, unrestricted Doctor of Osteopathy license issued by Osteopathic Medical Board of California.

    IMPORTANT NOTES:

    California Eligible Physicians - Applications will be accepted from physicians eligible for licensure in the State of California; See Conditions of Employment.
    Out-of-State Licensed Physicians - Applications will be accepted from physicians licensed in other states; see Conditions of Employment.

    Certifications: Certification or eligibility for certification in any of the following medical specialties, such as internal medicine, family medicine, preventive medicine/public health, pediatrics, obstetrics/gynecology, or emergency medicine is preferred.

    Education: Graduation from a medical college of good standing and repute, per California Health and Safety Code Section 101005.

    Experience (must meet one of the options below):

    Experience Option 1: Three (3) years of full-time experience as a licensed physician.
    Experience Option 2:

    Two (2) years of full-time experience as a licensed physician in a public health agency.

    **NOTE : Residency training must be clearly separated on the application from licensed physician experience completed after the residency training period. ALL experience must be clearly detailed and explained on the Work Experience section of your application in order to be evaluated properly.

    Desired Qualifications

    The ideal candidate will possess excellent communication skills, a Master's degree in Public Health, Board certification in their medical specialty, and have extensive experience in program development and/or quality improvement. Epidemiology experience is also highly desired.

    Additionally, certification or eligibility for certification in any of the following medical specialties is preferred: internal medicine, family medicine, preventive medicine/public health, pediatrics, obstetrics/gynecology, or emergency medicine.
