Vacation & Sick Leave At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally,
employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service). Holidays The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.
Retirement This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12%, per fiscal year.
2GENERAL PURPOSE: Under general supervision, gathers, analyzes, or evaluates information from a variety of sources, such as law enforcement databases, surveillance, intelligence networks or geographic information systems. The Criminal Intelligence Analyst uses intelligence data to anticipate and prevent organized crime activities and to identify crime trends or patterns to aid in the prevention of crime and apprehension of criminals. This position will support the department’s real-time crime center operations.
PRIMARY DUTIES AND RESPONSIBILITIES: The following duties

- Validates known intelligence with data from other sources.
- Examines records or other types of data to investigate criminal activities.
- Gather, analyze, correlate, or evaluate information from a variety, such as law enforcement databases.
- Study activities related to organized crime and/or suspicious activities.
- Collaborate with representatives from other government and intelligence organizations to share information or coordinate intelligence activities; Monitors local, regional, and national crime trends.
- Gather intelligence information through review of patrol observations and interviews, confidential information sources, or public records.
- Link or chart suspects to criminal organizations or events to determine activities and interrelationships.
- Design, use, or maintain databases and software applications, such as geographic information systems (GIS) mapping and artificial intelligence tools.
- Establish criminal profiles to aid in connecting criminal organizations with their members.
- Prepares strategic action plans; assists detectives, field operations and management personnel in planning the deployment of resources, developing investigative leads, and case clearances for the prevention and suppression of criminal activity.
- Participates in the coordination of Police Department efforts to impact perceived and actual crime problems; provides feedback to police, and other agencies on community concerns and initiatives.
- Develops and prioritizes problem areas, top offenders and crime projects and recommends strategies regarding the allocations of resources, developing investigative leads and case clearances.
- Works closely with Neighborhood Services to provide current crime trends and pattern information.
- Conducts briefings and presentations of analytical findings and conclusions; publishes maps, charts, and graphs, to inform police officers, detectives, and management of emerging or existing crime series, patterns, and trends, as well as suspect and victim profiles.
- Makes appropriate recommendations for improvements in crime analysis practices and procedures.
- Staffs a real time crime center position.
- Performs other duties as assigned or required.
3Education and Experience: - Bachelor’s degree in public administration, Business Administration, or Information & Database Systems; and two (2) years’ performing tactical and/or intelligence crime analysis in a law enforcement setting which includes compiling data, analyzing finding, and writing reports.; OR an equivalent combination of education and experience.
- Certification in Criminal Intelligence through accredited educational institute or International Association of Law Enforcement Intelligence Analyst.
- Five years criminal investigation experience.
- NIBIN certification.
- ACTIC or Fusion Center Experience
- Experience with real time crime center operations including license plate readers, traffic cameras, surveillance systems, access control systems and situational awareness programs.
- Experience with Geographical Information System (GIS) software.
Necessary Knowledge, Skills and Abilities:Knowledge of:- Research design methods, procedures, and techniques.
- Police tactics, resources, language, and report writing.
- Law enforcement needs, techniques, methods, and legal demands.
- Uniform Crime Reporting Program, Summary Reporting System (SRS) and National Incident Based Reporting Systems (NIBRS) and policies.
- Relational database environments involving Computer Aided Dispatch.
- Records management and automated report writing programs and needs.
- Operation of standard office equipment and a personal computer with job-related software applications.
Ability to: - Develop and maintain tactical, strategic, administrative and operational analytical capabilities.
- Analyze, interpret, and report statistical research findings.
- Investigate, analyze, interpret, and report findings on matters related to law enforcement activities.
- Prepare graphics, charts, maps, and other tools for presentation of complex statistical crime analysis.
- Maintain records efficiently and accurately and prepares clear and concise reports.
- Establish and maintain effective working relationships with management, assigned staff, other city employees, public officials, outside agency personnel and the general public.
- Operate a personal computer and related software and demonstrate proficiency in preparing documents, spreadsheets, reports, presentations, email, and timesheets and assist other staff with related questions and problems.
- Communicate effectively both orally and in writing.
- Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
- Operate a motor vehicle.
12-Month Goals:- Develop and distribute weekly and monthly tactical and strategic crime analysis reports highlighting crime patterns, hot spots, and emerging threats.
- Regularly staff RTCC shifts; build familiarity with license plate readers, traffic cameras, and access control systems.
- Provide analytical support to detectives, including suspect profiling, mapping, timeline creation, and lead generation.
4Special Requirements: Obtain and maintain Terminal Operators Certification Level B by the Department of Public Safety within six (6) months or hire or assignment date.
