    About the Department

    The City Manager’s Office of Economic Development & Cultural Affairs (OEDCA) has three integrated divisions:
    Cultural Affairs: Arts, Sports, and Entertainment - Fostering a vibrant, inclusive, and creative city by advancing cultural expression, supporting artists and arts organizations through grants and technical assistance, promoting access to sports and entertainment, commissioning and preserving public art, producing/coordinating outdoor special events and destination marketing, and stewarding City-owned convention and cultural facility assets and partnerships.Economic Growth and Business Development - Accelerating San José’s economic vitality by driving business retention, expansion, and attraction; supporting real estate and catalytic development; strengthening Downtown as a thriving urban center; and advancing commercial corridor revitalization and small business success across San José’s diverse neighborhoods.Workforce and Talent Development - Building a resilient and inclusive workforce by connecting job seekers to training, education, and career pathways; delivering supportive services that reduce barriers to employment; and partnering with employers to design hiring initiatives that align with regional industry needs and economic opportunity.

    Position Duties

    This is an overstrength position anticipated to be funded through June 30, 2026, subject to further extension as appropriate. However, should this position be discontinued through the budget process, the City may seek to place you in other internal job opportunities based on your previous work experience .

    The Real Estate Services Division of OEDCA is seeking a skilled and motivated individual to serve as a Senior Executive Analyst. This position will report to the Director of Real Estate and will serve as Downtown West Coordinator and Community Engagement Program Manager for the Diridon Program, which includes Downtown West implementation, Downtown Sports and Entertainment District planning, and Stitching Districts implementation. The Diridon Programs must be coordinated with all projects affecting the area, including the Amended Diridon Station Area Plan, the Diridon Affordable Housing Implementation Plan, the Diridon Integrated Station Concept Plan, and the BART extension.

    OEDCA is responsible for serving as the primary liaison to key stakeholders, and facilitating coordination across the 10+ departments working on projects in the Diridon area. Managing the Diridon program requires extensive strategy, internal coordination, public outreach, and external stakeholder management. It also includes a variety of administrative tasks such as technical writing, budgeting and accounting, and contracts.

    The position is responsible for real estate projects focused on district work in the Diridon, Downtown, and Downtown West areas, including property acquisitions and dispositions, district planning and financing, title research, property management, and lease administration. The position is responsible for overseeing the Community Stabilization and Opportunity Pathway Fund Commission and, under the Commission’s guidance, disbursement of the Community Stabilization and Opportunity Pathway Fund.
    The ideal candidate is detail-oriented, with strong critical thinking and problem-solving skills. Real estate industry experience and knowledge of real estate fundamentals, and experience managing complicated multi-stakeholder programs are required. Strong initiative and flexibility to succeed in a team-oriented work environment and professional communication skills (both written and verbal) are also required. Community development or organizing experience, excellent customer service skills, an urbanist vision, and a strong work ethic are sought.

    DUTIES AND RESPONSIBILITIES
    The essential duties of the Senior Executive Analyst - Diridon and Downtown District Coordinator position includes, but is not limited to:
    • Steward the Community Stabilization and Opportunities Pathway Fund and associated Commission;
    • Serve as liaison with Google and key Downtown West and Diridon district stakeholders;
    • Support the preparation of financing and development strategies for district work, including analysis to deliver major projects such as sports stadiums or arenas, and convention centers;
    • Manage a portfolio of complex real estate projects, and ensure compliance with the Google Development Agreement and all City-contracted real estate obligations in Downtown West;
    • Assist the Director of Real Estate in implementing real estate transaction negotiating strategies;
    • Draft real estate documents such as easements, right-of-entry agreements, and purchase and sale agreements. Manage attorney and other stakeholder review of contracts and documents to ensure project delivery;
    • Perform complex professional real property work, including property valuation, escrow management, relocation administration, title analysis, right-of-way transaction support, lease negotiation and drafting, financing analysis, and property management;
    • Lead internal coordination, bridging across departments and levels within the City;
    • Provide analytic and strategic support to all departments working on projects in the Diridon area and track project implementation and document progress;
    • Coordinate external communications, including messaging documents;
    • Develop, negotiate, and administer complex contracting projects, including Request for Qualifications (RFQ) and Request for Proposals (RFP);
    • Prepare staff memos, presentations, and internal talking points;
    • Manage a team of consultants;
    • Attain a working knowledge of City processes and policies; and
    • Other duties as assigned.

    The ideal candidate should also demonstrate the ability to think critically, analytically, and strategically to identify and define issues and opportunities, recognize the applicable considerations, surface assumptions and potential unintended consequences, collect and analyze relevant data, and use logic and intuition to arrive at conclusions, recommendations, and solutions. It means working collaboratively with others to develop shared visions, establish goals and measurable objectives, and create a course of action to achieve the desired outcomes - balancing many details with the big picture.

    Given the high-profile nature of the Diridon program, the Senior Executive Analyst should be able to work under pressure and handle issues with sensitivity. The program includes both typical and innovative features - requiring the team to think creatively when addressing issues and developing new solutions. The SEA will be encouraged to seek out opportunities to improve, streamline, and reinvent work processes. The SEA should be able to exhibit flexibility - effectively dealing with major changes in context, expectations, and/or work environment.

    Minimum Qualifications

    • Education : Successful completion of a bachelor’s degree from an accredited college or university.
    • Experience : Four (4) years of professional level analytic and/or administrative experience in the real estate field.
    • Acceptable Substitutions : A master’s degree in urban planning, public administration, business administration, or related field is preferred, and can be substituted for a portion of the required experience.
    • Licensing Requirements : Possession of a valid driver's license authorizing the operation of a motor vehicle in California.

    Selection Process:
