We do this by directly managing the City of Austin’s Capital Program with over 600 active projects, representing an investment of over $10 Billion.     Job Description:

    Capital Program Consultant

    Purpose:

    Under minimal supervision and with considerable latitude for the use of initiative and independent judgment, provide oversight and reporting and make improvement recommendations for the City’s Capital Improvements Program (CIP) within the Capital Planning Office.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Maintains knowledge of the City’s Capital Improvements Program and how the CIP is utilized to carry out the strategic objectives of the City of Austin.
    • Maintains knowledge of key capital program issues facing the City of Austin.
    • Oversees and monitors progress of City’s portfolio of bond projects and conducts portfolio management activities.
    • Participates in the City’s CIP planning and review processes.
    • Produces reports from CIP Program data and provides analysis of the information for use in decision making.
    • Monitors CIP project and program issues from an organizational perspective and when required, assist in resolution.
    • Monitors CIP operating procedures, policies, and ordinances to ensure CIP compliance
    • Monitors the City’s CIP project portfolio for legal, regulatory and initiative compliance
    • Develops and conducts training for City personnel involved in the CIP Program
    • Provides technical advice and assistance to city management as necessary,.
    • Meets with city management and staff as required to resolve CIP project issues, using subject matter judgment and expertise
    • Coordinates and collaborates with other agencies, departments, divisions involved in or affected by the City’s CIP portfolio.
    • Attends City Council, board meetings, etc. as City staff representative.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

    • Knowledge of project management systems
    • Knowledge of program and portfolio management methods
    • Knowledge of engineering and/or architectural principles, practices, procedures
    • Knowledge of budget policies and principles
    • Knowledge of capital improvement program processes and related issues
    • Knowledge of CIP contracting methods and processes
    • Knowledge of manual and automated financial systems
    • Skill in negotiating with diverse groups of people to accomplish objectives
    • Skill in written and oral communications including public presentations
    • Skill in establishing and maintaining good working relationships with other City employees and the public
    • Skill in maintaining and compiling complex CIP data for use in analysis, monitoring and reporting
    • Ability to exercise good judgment, tact and diplomacy in all public contacts
    • Ability to perform objective analyses of business processes to maximize the effective delivery of the City’s CIP projects.


    Minimum Qualifications:

    Education and/or Equivalent Experience:

    Bachelor's degree in engineering, architecture or related field plus five (5) years of related work experience including two (2) years as a project manager, program manager and/or portfolio manager, preferably with a municipality.

    Licenses and Certifications Required:

    none

    Preferred Qualifications:
    • Experience in earned value management (EVM), forecasting, cost engineering, risk analysis, and change management.
    • Experience with construction contracts (EPC, Design-Build, CMAR) and procurement processes.
    • Experience with governance frameworks and standardization of project controls processes.
    • Ability to travel to more than one work location.

    Position Overview

    The Capital Program Consultant supports the successful delivery of capital projects and programs. This role provides support in cost management, scheduling, risk management, reporting, and governance to ensure projects are delivered with accountability and transparency. Working closely with leadership and project teams, the consultant helps establish consistent frameworks, monitors performance, and provides actionable insights for informed decision-making. By integrating strong controls and governance practices, the Capital Program Consultant ensures risks are managed, and capital investments are delivered effectively to meet organizational priorities. This position may evolve as organizational priorities change.

    Salary Range: $45.22 to $58.78

    Work Location: One Texas Center (OTC) - 505 Barton Springs Rd Austin, TX 78704

    General Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM; Telework: Up to 60% teleworking available.

    Travel:

    The Capital Delivery Services Department is comprised of multiple facilities located throughout Austin. If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Record Evaluation you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

    Hybrid Work Environment:

    The City of Austin Telework Program is designed to empower employees and leaders to establish hybrid work arrangements that promote high levels of performance and engagement. The City of Austin has an established work arrangement under which an employee is scheduled to work at least 2 days per week at their designated worksite. Some positions may require additional time at their designated worksite.

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government. Austin has a 10-1 council system with an at-large Mayor and Council Members that represent ten districts. The Mayor and Council Members may serve in their respective seats for four years with a maximum of two consecutive terms.
