Houston's Health Department is seeking a professional individual to perform the following Chief Nurse, RN: HIV/STI & Viral Hepatitis duties:The Houston Health Department (HHD) has provided traditional public health services for more than 180 years, seeking to use innovative methods to market the community’s present and future needs. Our mission is to work in partnership with city, state, and community partners to promote and protect the health and social well-being of all Houstonians and the environment in which they live. The HHD became the first health department in Texas and the second in a large US city to earn national accreditation from the Public Health Accreditation Board (PHAB). The HHD oversees several services related to public health and the environment including Public Affairs Office; Intergovernmental Affairs; Administrative Services; Environmental Health; Health and Multi-Service Center Operations; Disease Prevention and Control; Children Health Services; Human Services; Planning and Evaluation. HHD works in partnership with the community to assess, plan, and implement effective public health strategies to reduce the spread of HIV, viral hepatitis, and other sexually transmitted infections in the City of Houston. Some essential functions include monitoring HIV, Hepatitis and STI trends to identify population and geographic needs and interventions; investigating newly reported cases of HIV, and sexually transmitted infections; mobilizing partnerships with key community stakeholders to identify and prevent the transmission and acquisition of HIV, viral hepatitis and sexually transmitted infection; developing HIV, viral hepatitis and STI prevention policies and plans that support individual and citywide health efforts; and enforcing city, state, and federal laws and regulations regarding HIV and STIs that protect health and ensure safety.
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSHHD seeks a Chief Nurse for our Bureau of HIV/STD and Viral Hepatitis Prevention. This full-time position will report to Nursing Services and will involve the planning and coordination of grant-funded activities primarily funded through HIV, STI, and Viral Hepatitis prevention cooperative agreements with the US HHS Centers for Disease Control and Prevention (CDC).
Job duties and responsibilities of this position include, but are not limited to, the following:• Supervises Pre-exposure Prophylaxis (PrEP) and non-occupational Post Exposure Prophylaxis (nPEP) biomedical HIV prevention services and other sexual health services to ensure optimal productivity and efficiency.
• Plans, coordinates, implements, evaluates, and directs the primary nursing activities related to HIV, STI, and Viral Hepatitis Prevention.
• Serve as backup to provide sexual health services during non-traditional hours on HHD mobile clinics
• Assesses staffing needs; develops and coordinates effective staffing programs for area of responsibility.
• Analyzes and evaluates staff utilization and quality of care; develops, coordinates, recommends, and implements changes as needed.
• Participates in the orientation, training and guidance of staff, new employees, and nursing students.
• Encourages and coordinates the development of improved procedures/policies.
• Provides community liaison and referral services; disseminates public information. May serve on various departmental committees.
• Performs Quality Assurance, Quality Improvement, and analytical assessments to cultivate an environment of accountability, productivity, and high performance.
• Develop and implement policies and procedures related to the Bureau, HHD health centers, and HHD subrecipients.
• Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of medium complexity.
• Coordinate with local, state, federal and private partners.
• Presents findings and compiles reports, develops special documents or publications as assigned.
• Communicates with community members and internal/external stakeholders.
• Participate in evaluation and design of workflow, processes, various operations systems, etc. and create recommendations to improve performance.
• Handles confidential information.
WORKING CONDITIONS The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are routine discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions.
MINIMUM REQUIREMENTSEDUCATION REQUIREMENTS Requires graduation from an accredited school of nursing. A Bachelor of Science degree in nursing is preferred.
EXPERIENCE REQUIREMENTS Four (4) years of clinical nursing experience, including one year of nursing supervisory/team leadership experience.
SUBSTITUTION A Master of Science degree in Nursing may be substituted for two years of the experience requirement.
LICENSE AND CERTIFICATION REQUIREMENTS Must be licensed to practice as a registered nurse (RN) in the State of Texas. CPR certification is required.
RN License and
CPR certification must be maintained and current for continued employment.
PREFERENCES**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
* Working knowledge of HIV (history, epidemiological profile, transmission, prevention, treatment, sociopolitical issues)
• Demonstrated experience working in the HIV prevention, care and/or treatment field
• Working knowledge of quality management and quality improvement methodologies
• Demonstrated experience working with Federally-funded HIV programs (e.g. CDC, HRSA, SAMHSA, etc.)
• Working knowledge of health policies and regulations impacting HIV prevention activities
• Working knowledge of program evaluation methodologies
• Excellent written, oral, presentation, group facilitation, and interpersonal skills
• Ability to handle and prioritize multiple, diverse assignments
• Demonstrated experience working with professional and clinical staff
• Ability to navigate within and among diverse assignments with competing priorities
• Demonstrated cultural sensitivity and ability to work comfortably with communities highly impacted by HIV, including but not limited to Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) individuals, gender non-conforming individuals, people who inject drugs, etc.
• Proficiency with Microsoft Office programs and other basic email and web software

SALARY INFORMATION GRANT FUNDED POSITIONGrants & Special fund positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred.
