The Health Services Information Systems Programmer and Analyst is responsible for the ongoing professional support of mission-critical clinical, business, and operational applications. This support includes planning, implementing, and organizing activities relating to enterprise-wide application selection, deployment, optimization, and training; reviewing and analyzing system and/or service requests using structured techniques and methodology; managing projects from the initial fact-gathering meeting; developing and maintaining training environments and materials; and providing role-based education.

What you will typically be responsible for: - Develop and maintain applications using C#, SQL, T-SQL, HTML, CSS, JavaScript, and/or other programming languages.
- Integrates SaaS applications into business workflows and processes by using custom design, low-code, no-code, or configuration as needed.
- Analyzes information systems requirements and designs and implements processes and/or improvements that promote increased efficiency and effectiveness.
- Documents system design, architecture, and support processes and coordinates and provides user training as appropriate.
- Conducts research on new and evolving computer technologies and recommends systems and improvements for the Department.
- Assists in the preparation of presentations for information systems projects to a variety of internal and external committee.

Minimum Qualifications**PLEASE BE SURE TO ATTACH YOUR PROOF OF EDUCATION TO YOUR APPLICATION.**Education: Possession of a Bachelor's degree from an accredited college or university with a major in Computer Science, Health Information Management, Medical Informatics, Healthcare Administration, Health Science, Business Administration, Public Administration, Engineering, or a closely related field.
Experience: Four (4) years of full-time (or the equivalent of full-time) experience performing software applications programming and/or systems analysis, one (1) year of which included programming responsibility and one (1) year of which must have been in a health services environment.
Substitution for Education: Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.
Substitution for Academic Major: One (1) additional year of qualifying experience may be substituted for the academic major.
Desirable Qualifications: - Strong understanding of the ASP.NET Core framework, MVC architecture, and RESTful APIs.
- Ability to work with on prem and Azure cloud services for deployment and hosting.
- Understanding of Cloud (Entra) and on-prem Active Directory for authentication and authorization.
- Understanding of Windows Server, IIS, networking fundamentals like TCP/IP, DNS, DHCP, VPNs.
- Experience with source control systems like TFS or Git for version management.
Selection Process 1. Application Filing and Evaluation: All applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
2. Remote Oral and Written Assessments: An online assessment will be administered to measure candidates' competencies as they relate to the job. This examination will contain questions requiring oral responses, as well as questions requiring written responses. Candidates must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% or higher. These may include but are not limited to: Attention to Detail, Professional and Technical Expertise, Oral Communication, Writing, and Delivering Results.
