    The Position

    The City of Riverside is accepting applications for the position of Project Coordinator to fill one (1) vacancy in the Arts and Cultural Affairs Division of the Parks, Recreation, and Community Services Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

    When assigned to Parks, Recreation, and Community Services: Under general direction, to assist a Project Manager, or higher level staff, in the planning, developing, organizing, and managing of development programs, projects, and activities throughout the city, involving the following aspects: financial analysis; liaison with the community; coordination of activities with community partners, nonprofits, business operators, owners and tenants; contract preparation and supervision; marketing activities; and to do related work as required.

    Parks make life better! Our parks are an important resource for the community, providing venues for people to recreate, improve their health and well-being, and connect with neighbors and nature. The City has over 50 parks totaling close to 3,000 acres of parkland. We have pocket parks, neighborhood parks, community parks, regional parks, joint use and special use facilities. Our park system includes both developed parks and natural open spaces for recreation and habitat conservation. Across the various park types there are numerous recreational opportunities including active sports fields, playgrounds, splashpads for water play, recreation centers, passive recreation amenities as well as access to 12 community centers, 3 senior centers, 8 swimming pools (including one joint-use pool), 23.7 miles of beautiful trails, and 2 dog parks. The City also owns several undeveloped sites throughout the City that are earmarked for future parks.

    Work Performed

    Duties may include, but are not limited to, the following:

    General assignments, which may be assigned for all positions:
    • Assist the Project Manager in the coordinating, monitoring, and evaluating of the planning and execution of all activities for assigned projects.
    • Assist in the development of objectives, priorities, schedules and budgets for programs, projects and activities.
    • Establish and maintain relationships with organizations, businesses, commercial and/or housing developers, brokers, public agencies, property owners, non-profits, community groups, and the general public to promote and facilitate the planning and execution of various Development projects, programs, and/or processes.
    • Make public presentations to legislative bodies and other public agencies, as directed; make public presentations to community groups, development associations and other major assemblages regarding various Development projects, programs and/or processes.
    • Assist in the preparation, administration, and monitoring of contracts and other related documents between the Department, the Agency and developers, other City departments, and non-profits; coordinate and administer construction and demolition contracts.
    • Gather and analyze data, participate in special studies and analyses, and prepare and submit comprehensive reports on various aspects of programs and projects; prepare factual data, on an ongoing basis, for City, Agency and/or Housing Authority information and promotional materials.
    • Assist in the development, monitoring, and administration of project-specific budgets on annual and multi-year basis; participate in coordinating long- and short-term project cash flow analyses; assist in redevelopment and/or affordable housing tax allocation bond financing.
    • Coordinate with other departments the review and processing of specific private development projects; provide assistance and facilitation whenever necessary to expedite project development.
    • Assist in the preparation and evaluation of Requests for Qualifications and Request of Proposals.
    • Serve as a management liaison to a board and/or council; coordinate special projects and requests; write council reports.
    • Supervise, train, and evaluate para-professional, technical, and clerical staff.

    When assigned as Arts & Cultural Affairs Coordinator:
    • Assist the Arts & Cultural Affairs Manager in the coordinating, monitoring, and evaluating of the planning and execution of all activities for assigned projects.
    • Assist in the development of objectives, priorities, schedules and budgets for programs, projects and activities.
    • Establish and maintain relationships with organizations, businesses, public agencies, non-profits, community groups, and the general public to promote and facilitate the planning and execution of various Arts & Cultural Affairs projects, programs, and/or processes.
    • Make public presentations to legislative bodies and other public agencies, as directed; make public presentations to community groups, development associations and other major assemblages regarding various Arts & Cultural Affairs projects, programs and/or processes.
    • Assist in the negotiation, preparation, administration, and monitoring of contracts and other related documents.
    • Support the permit process for special events and/or film as necessary.
    • Coordination of Citywide Sponsorship Program.
    • Coordination and/or support for Arts & Cultural Affairs venues (The Box, Showcase, Fox Performing Arts Center, Riverside Municipal Auditorium, etc.).
    • Assist in the development and coordination of marketing material for events and/or programs.
    • Coordinate special events for the Grier Pavilion.
    • Coordinate special events throughout the city of various sizes. Often as lead for citywide events. Events are often held on weekends and evenings.
    • Analyze and make recommendations on various media opportunities.
    • Administer the Arts & Cultural Affairs Division website.
    • Serve as a management liaison to a board and/or council; coordinate special projects and requests; write council reports.
    • Supervise, train, and evaluate para-professional, technical, and clerical staff.

    When assigned as Fox Foundation Coordinator:
    • Implement the Fox Performing Arts Center Consultant Services Agreement and the Agreement for the Operation and Management of the Riverside Municipal Auditorium.
    • Provide staff support to the Fox Riverside Theater Foundation.
    • Develop and coordinate the fundraising strategy of the Fox Riverside Theater Foundation; secure donations of in-kind products and services and establish and maintain donor database.
    • Prepare marketing materials, sponsorship brochures and packages, annual report, invitations and other materials as needed.
    • Establish and maintain donor relationships including individuals and corporations; cultivate donors to build relationships and increase their giving; coordinate and attend special events for donor outreach and appreciation.
    • Plan, organize and direct specialized programs and projects related to the Fox Riverside Theater Foundation.
    • Write grant proposals and administer grant funding as needed to further the mission of the Fox Riverside Theater Foundation.
    • Prepare and administer donor agreements; liaison with Fox Performing Arts Center Consultant regarding donor benefits.


    Qualifications

    When assigned to Parks, Recreation, and Community Services:

    Education: The equivalent to a Bachelor's Degree from an accredited four year college or university with major work in public or business administration, economics, planning, marketing, arts or a closely related field.

    Experience: Three years of professional administrative or analytical experience in special event planning, community relations, cultural programs, event planning, and grant management or related field. A Master's degree may be substituted for one year of the required experience.

    Necessary Special Requirement:
    • Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.

    Highly Desired Qualifications:
    • Experience with coordinating and evaluating large scale events including event sponsorship and volunteer management.
    • Experience with marketing of events including but not limited to social media, basic graphic design, and preparation of press releases.
    • Experience with venue management and administration including but not limited to marketing, contract management, and venue maintenance.

    Benefit Level II includes Senior Management, Management and Professional classifications (Exempt)

    The City offers an attractive benefits package, the central provisions of which are as follows:
    • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
    • Deferred Compensation - The City contributes $100 per month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
    • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the Fringe Benefits and Salary Plan for specific details.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • Long Term Disability - The City offers optional enrollment in the Long-Term Disability Plan.
    • LegalEase Plan - Optional legal services plan for employees and eligible dependents.
    • Critical Illness Plan - Optional critical illness insurance plan for employees and eligible dependents.
    • Vacation Accrual - 0-9 yrs. = 144 hrs., 10+ yrs. = 184 hrs.
    • Administrative Leave - 64 hrs per fiscal year.
