    Summary

    To protect the Public Health & Safety by assisting the Director of Public Works in overseeing and managing the daily and after hour operations of the Water & Wastewater division. This includes the water distribution, water repair, and wastewater repair, inflow & infiltration, sewer cleaning, industrial pretreatment, and backflow cross connection programs. This position represents the City on committees and boards including the Dallas Wholesale Customer Committee, Water Conservation Committee, Trinity River Authority (Ten Mile & Red Oak) Advisory Committee, Lancaster Development Review Committee, and the Lancaster Risk Management & Accident Review Committee.

    Essential Duties and Responsibilities

    • Plans and sets goals and standards for the W/WW division following the City Council and administrative directives.
    • Attends meetings (Internal/External) on a weekly basis (DWU, TRA, DRC, Risk Mgmt./Safety Team)
    • Receives and communicates information to and from customers, supervisors, subordinates, and other departments by various means regarding the water and sewer system.
    • Resolves complaints of customers, supervisors, subordinates, and other departments by various means.
    • Makes decisions involving installation, repair, maintenance, and operation practices during and after normal hours of operation (24-7).
    • Oversees and participates in the training of subordinates.
    • Keeps Director of Public Works updated on the events of the division.
    • Assists other teams on committees in recommending policies and directives.
    • Reviews, makes recommendations, or corrects Engineering plans and documents regarding water & sewer system improvements.
    • Researches and tracks information relating to the water system for trends and planning purposes.
    • Performs inspections of infrastructure installation and repair.
    • Performs enforcement actions relating to Health & Safety Code ordinances related to public utilities.
    • Reviews performance, sets goals, and implements training standards for the personnel within the division.
    • Ensures reporting to State and Federal agencies are made in a timely and accurate manner.
    • Prepares and submits Annual Operating Budget and tracks expenditures within the division.
    • Other duties may be assigned.
    Supervisory Responsibilities
    Directly supervises two employees in the Water/Waste Water. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    Education and/or Experience

    One year certificate from college or technical school; or three to six months related experience and/or training; or equivalent combination of education and experience.

    Certificates, Licenses, Registrations

    B - Water License issued by the TCEQ; B - Waste Water Collection III issued by the TCEQ; A valid Class C driver’s license with a clean driving record is required for this position. Driving is a requirement of this position.
