    Heavy Equipment Operator II (Street Patch Crew)

    The City of Concord is seeking to fill two Heavy Equipment Operator II vacancies on the Public Works Department's new Street Patch Crew. In addition to holding a valid California Class A driver’s license and having experience operating heavy equipment in the context of paving operations, ideal candidates will be hard-working individual contributors who also have the ability to lead and direct the work of others.

    What you will be doing:
    The Heavy Equipment Operator II leads and performs street patching and paving activities in the maintenance of City streets in which the use of heavy construction and maintenance equipment is an integral part of the work; operates power-driven construction and maintenance equipment used in City maintenance and repair operations.

    We are looking for someone who:
    • Has a valid California Class A driver's license.
    • Is familiar with the maintenance and operation of paving-related heavy equipment.
    • Can lead and direct the work of others in the context of paving activities.
    • Has experience conducting traffic control, including the establishment of safe work zones.
    • Is dependable and takes pride in their work.
    • Can perform physical labor for sustained periods.
    • Has excellent communication skills, and can interact with supervisors, fellow crew members, and the public.
    • Can work independently and as part of a team, using safe and sound judgement.
    • Is safety conscious, actively contributing to best and safe work practices and standards.

    SELECTION PROCESS
    1. Submit a completed City of Concord application and the required supplemental question responses online at www.cityofconcord.org by
    11:59 p.m. on Monday, November 10, 2025. Only application materials submitted online during the filing period will be accepted.
    2. All qualified applications and supplemental responses will be competitively evaluated, and those candidates demonstrating the strongest qualifications for the position will be asked to provide a current California DMV History Report.
    3. Candidates with a clean DMV history will be invited to participate in the examination process. If you are invited and are unavailable, we regret that we will not be able to reschedule you.
    4. Candidates that pass the panel interview will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 months.

    Conviction History:
    If you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).     Examples of duties include, but are not limited to

    Leads and performs street, sidewalk, and drainage activities which include rough carpentry, concrete, and masonry work; coordination of various crews; and coordination with outside contractors and public agencies.Plans and organizes daily work activities and participates in the scheduling of monthly activities. Ensures that assigned tasks are accomplished; reports delays and reasons for delays.Ensures that tools and equipment are used safely and efficiently; initiates requests for repair or replacement when necessary; ensures that tools, equipment, and materials are returned or, when appropriate, properly stored.Keeps records of time and work performed and materials used; provides input regarding equipment and material needs; inspects work site areas and other assigned areas to determine repairs that are needed and prepares related work orders.Following formats, standards, and training objectives established by others, is responsible for training assigned personnel, including Heavy Equipment Operator I, in safe and efficient work methods and practices associated with equipment, tools, materials, and vehicles associated with the work assigned. Performs field training for, and makes effective recommendations regarding, the qualifications of personnel for Class I Drivers' Licenses.Ensures that safe and efficient work practices are followed, including those pertaining to work site set-up; and the use, maintenance and storage of equipment, materials, and tools; and the use of personal protective clothing and equipment.Transports, inspects, starts up, operates, and shuts down equipment in a manner that ensures safety of self and others; protection of equipment and property; and the efficient accomplishment of objectives.Operates tractors equipped with backhoes, front-end loaders, and other attachments for purposes such as excavating and moving earth, debris and other materials; excavating for installations such as catch basins and drainage swales.Uses crawler tractors and rollers for purposes such as cutting and grading service roads and compacting asphalt and gravel on service roads, parks paths, parking lots, and "dig-outs" in City streets.Operates various other equipment such as dump trucks, vac-alls, and power equipment such as jackhammers and portable compactors.Occasionally operates power chip spreader, asphalt spreader box, forklift, small crane, high ranger, motor grader, and rental equipment performing skilled level assignments.As assigned, performs vacation, sick leave or other relief assignments for supervising personnel.Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City.Performs other work as assigned.     Qualifications

    Knowledge and Abilities

    Knowledge of the operation of the equipment associated with the work, including backhoes, front-end loaders, and rollers; of those sections of the California Vehicle Code and construction safety orders pertaining to the operation and transportation of such equipment, of the materials, tools, and equipment associated with the various tasks assigned.

    Ability to lead, train, and direct the work of assigned personnel; to work effectively without close supervision; to read and interpret materials associated with the work such as equipment operations manuals, blueprints and construction diagrams; and to explain their meaning to others; to make minor adjustments to the equipment operated; to recognize hazardous working conditions associated with the work and the need for major equipment repairs; to operate equipment skillfully and to accomplish assigned tasks safely and efficiently; to keep accurate records; to meet the physical requirements of the work; to issue, understand, and carry out oral and written instructions; and to establish and maintain cooperative and effective relationships with those encountered in the course of work.

    Education/Experience

    Education: Satisfactory completion of high school or the equivalent.

    Experience: Three years of employment as a Heavy Equipment Operator including the operation of road rollers, tractors equipped with backhoes and front-end loader attachments and motor graders; and also including some experience leading related construction and maintenance projects which involved rough carpentry, masonry and concrete work.

    A satisfactory driving record are conditions of initial and continued employment. A valid Class A California Driver's License is required at time of employment or must be obtained within the probationary period, and is a condition of continued employment.
