    Requirements

    MOS Code: None

    Education and Experience : Bachelor's Degree or higher and ten (10) years of firefighting and fire prevention experience with the El Paso Fire Department, including two and one half (2-½) years as a Captain.

    Licenses and Certificates : Texas Class "B" Driver's License or equivalent from another state (with exemption for heavy firefighting vehicles). Texas Commission on Fire Protection certification as a Fire Officer II.

    If assigned to the Airport, must be certified as a Basic Aircraft Rescue Fire Fighter in compliance with the Texas Commission on Fire Protections Standards of Education within one (1) year of appointment.

    If assigned to the Communications Division, successfully complete and obtain within six (6) months of assignment, the Emergency Medical Dispatch and Emergency Fire Dispatch courses and International Academy of Emergency Dispatch (IAED) certification; Texas Crime Information Center (TCIC) certification, to include on-line Texas Law Enforcement Telecommunications System (TLETS) certification course; and Priority Dispatch Pro-QA certification. Successfully complete the Basic Telecommunicator Certificate Course, Crisis Communication Telecommunicator Course, and obtain Telecommunicator License from the Texas Commission on Law Enforcement (TCOLE) within one (1) year of appointment. Temporary Telecommunicator License must be obtained within two (2) weeks of assignment and maintained until permanent license is received.

    All licenses and certificates must be maintained during course of employment, to include Department and Division requirements for continuing education credits.

    Must be personally responsible for maintaining while employed in this job class; Structural Firefighter certification from the Texas Commission on Fire Protection with sponsorship by the El Paso Fire Department and current Texas certification at the Emergency Medical Technician Basic level or higher. Employees appointed prior to January 1985 must maintain and be personally responsible for Texas certification of Emergency Care Attendant or higher. Must meet applicable Texas State Health and safety code requirements and Texas statute and administrative rules.

    General Purpose

    Under direction, command resources and activities of an assigned function such as a fire suppression battalion, or a technically specialized staff division, including, but not limited to, special operations, departmental safety compliance, logistics, fire prevention, professional standards, fire medical services, or aircraft rescue.

    Typical Duties

    Perform functions in Operations as assigned. Involves: Deploy and oversee Emergency Response companies and equipment at response scene, until relieved by superior officer. Interpret and relay orders of superior officer. Implement and ensure adherence to readiness and discipline standards by conducting or arranging for personnel, equipment and fire station inspections, water supply surveys, and other pre-fire planning and subordinate training. Ascertain causes and extent of fire and collateral damage to property.

    Perform functions in special operations as assigned. Involves: Plan, organize, coordinate and participate in hazardous materials response and recovery. Develop and implement response procedures and instructional materials which include researching applicable federal, state and local legislation and safety standards. Act as principal technical advisor within scope of assigned accountability to City and County officials and department managers regarding preparedness and elimination of hazards. Conduct or supervise training programs and practice exercises for response personnel and the public. Assess available hazardous waste treatment and disposal alternatives, and costs involved to compare economic impact of alternative methods. Report findings concerning spills and prepare material for use in legal actions.

    Perform safety officer functions as assigned. Involves: Plan, develop, coordinate and implement Occupational Safety and Health Program. Chair safety committee. Review accident and injury reports to determine need for corrective actions, preventive measures, additional training or procedural changes. Investigate and report accidents and injuries. Inspect facilities, vehicles, equipment and protective clothing for compliance to national standards. Act as scene safety officer during emergency operations and training exercises. Monitor member assistance programs.

    Perform logistics functions as assigned. Involves: Supervise the maintenance, repair and reconditioning of equipment; make regular fire station inspections of all fire engines and firefighting equipment and oversee maintenance and/or repair programs as needed; supervise the testing, repair and maintenance of fire extinguishers, breathing apparatus and medical equipment; supervise the hose coupling, house testing and hose repair operation and make recommendations for replacement when needed; supervise pump and aerial testing programs in accordance with national standards; supervise and observe acceptance tests on new equipment to insure compliance with NFPA standards; keep maintenance and repair records of all equipment; respond to fire alarms to supervise the adequate operation of equipment; participate in writing specifications for required fire equipment; manage vehicle parts program; coordinate maintenance of fire facilities; manage the quartermaster function.

    Perform functions in the fire prevention division as assigned. Involves: Supervising, assigning or conducting investigations causes of fires, suspected cases of arson; providing support to fire prevention inspectors for Fire Prevention and Texas Insurance Code offenses that require arrest; arresting suspects, conducting interviews of witnesses and interrogations of suspects and taking statements, preparing cases for prosecution and testifying in court as required; supervising and participating in juvenile fire setters program; maintaining weapons qualification records; analyzing fire causes through maintenance of a database. Planning, supervising and coordinating residential Fire Prevention Inspection Program by conducting, assigning and coordinating inspections; investigating and advising on citizen's complaints of fire hazards, and issuing citations as required; issuing permits for installation of tanks and other facilities used to store flammable liquids, materials, gases, explosives or similar substances, and for blasting sites, public places occupant capacity and fire prevention systems; administering tests for blaster's license; reviewing plans and specifications of buildings and installation for compliance with fire ordinance and regulations. Update fee schedule as required.

    Perform functions as standards officer as assigned: Involves: Plan develop, coordinate and implement departmental disciplinary policy: remain current with statutory requirements and professional standards; conducts internal administrative investigations involving internal and external complaints, on duty and off duty incidents, violations of departmental rules and regulations; administer discipline and enforce personnel rules and regulations, standards of conduct, work attendance, and safe work practices; monitors and directs department Risk Management Program reports to the proper location for follow up; tracks trends for the department's early intervention systems, additional training and/or procedural changes; acts as the Custodian of Records and maintains records in accordance with state required retention schedules; serves as liaison with other agencies and acts as departmental representative during investigations.

    Perform Operations Research functions as assigned. Involves: Directing analysis, records management and decision support services to the fire department to facilitate timely and accurate decision and planning processes. Oversee records management systems and provide scheduled and requested reports related to service levels to the public. Oversee the Strategic Planning Process, Accreditation Management, Telestaff software management and various other records management duties. Serves as the custodian of records for the department.

    Perform functions in the fire medical services division as assigned. Involves: Plans, organizes, directs, coordinates and evaluates the delivery of emergency medical services by the El Paso Fire Department, including, but not limited to, Advanced Life Support Paramedic Transport, Advanced Life Support Paramedic Engine Companies, and Emergency Medical Technician (Defibrillator); coordinates departments to ensure appropriate delivery of citywide EMS services, works closely with State emergency medical service agencies; acquires and maintains working knowledge of County, State and Federal laws, regulations and protocols dealing with the delivery of pre-hospital emergency medical services; assists with the preparation and administration of FMS operating and capital outlay budgets; participates in developing specifications for ordering, and placing in service medical apparatus and equipment; supervises the effective operation, utilization, and maintenance of medical apparatus and equipment; responds to emergencies to coordinate and direct the activities of personnel and equipment.

    Perform aircraft rescue functions as assigned: Involves: Perform liaison functions, in both emergency and non-emergency situations, between fire and all local, federal, and private entities operating out of the airport. Ensure departmental compliance with all applicable aircraft rescue firefighting requirements of both the Federal Aviation Administration (FAA) and the Texas Commission on Fire Protection (TCFP). Prepare and oversee annual emergency plan exercise in compliance with FAA regulations. Develop and maintain the airport training program in accordance with FAA and TCFP guidelines. Perform logistical functions for airport related issues, including coordinating maintenance of crash rescue vehicles and procuring and tracking proximity protective clothing.

    Supervise assigned personnel directly or through subordinate chain of command. Involves: Schedule, assign, instruct, guide, check and evaluate work; prepares and gives performance evaluations on subordinates supervised. Arrange for or engage in employee training and development. Enforce personnel rules and regulations, standards of conduct, work attendance and safe work practices. Counsel, motivate and maintain harmonious working relationships among subordinates. Recommend staffing and employee status changes and interview applicants and recommend selection.

    Perform related work as required. Involves: substitute, if assigned, for immediate supervisor during temporary absences by performing delegated duties and responsibilities sufficient to maintain continuity of normal operations and similarly performing any duties of subordinates or coworkers, if required. Prepare division budget and monitor expenditures which includes identifying and applying for funding from alternative sources. Direct inspection and inventory of supplies and equipment which includes requisitioning needed materials and arranging for maintenance. Remain current with statutory requirements and professional standards; attend public safety committee related meetings; make presentations; prepare and present recurring or special financial, statistical and operating status and results reports to Fire Chief or other officials, as necessary, and maintaining related records; review and monitor contracts. Testify in court as required. Respond to fire alarm and other emergency calls. Prepare and maintain reports for senior management as required. Attends and participates in professional conferences; represents the City and the Fire Department at various meetings and conferences.

    Perform functions of a Fire Dispatcher, 911 Call Taker, or Police Dispatcher as assigned. Attend and successfully complete classroom sessions and floor training to gain knowledge, skills and abilities necessary to perform the duties of a Telecommunicator. After success completion of classroom and training perform function of assignment. Involves: Process emergency and non-emergency telephone calls and dispatch, monitor and coordinate activities of emergency personnel. Dispatch and monitor police, fire and medical communications using a multi-channel radio system and enter information into computer aided dispatch (CAD) system. Provide accurate and understandable directions to citizens, field personnel, and other law enforcement agencies and ask relevant questions to ascertain type of call for service. Monitor a variety of electronic equipment and radio channels. Perform related incidental duties contributing to realization of unit or team objectives as required.
