    ESSENTIAL FUNCTIONS

    Under general supervision, conducts inspections and investigations to enforce municipal and regulatory codes and ensure compliance with code enforcement programs.

    This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class.

    TASKS
    • Investigates reported municipal code violations relating to zoning regulations, noise standards, signage, property maintenance, business licenses, and environmental ordinances.
    • Gathers, maintains, and presents detailed evidence necessary to enforce applicable municipal code provisions.
    • Creates and maintains accurate written, photographic, and electronic records.
    • Prepares and serves notices of violations, abatement orders, citations, corrections, and stop work orders within assigned area(s) of code enforcement.
    • Responds to inquiries and provides information to others regarding the right to due process in code enforcement cases.
    • Assists in preparing case files for court proceedings and testifies in court, as necessary
    • Communicate with traffic enforcement and other departments to abate abandoned vehicles and other violations.


    QUALIFICATIONS

    A high school diploma or equivalent, AND two (2) years of experience enforcing municipal or zoning codes, performing field inspections, and documenting results. Must possess at the time of application and maintain a valid California Driver’s License.

    KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS
    • Knowledgeable of applicable federal, state, and local laws, codes, and regulations governing zoning regulations, noise standards, property maintenance, business licenses, health and safety codes, property maintenance, methods and techniques of conducting inspections and investigations, and safe work practices and procedures.
    • Skilled in interpreting ordinances and regulations, providing and following oral and written communications, documenting, reporting, and file management techniques, maintaining detailed records and recording observations, and preparing clear and concise written reports, notices, and other correspondences;
    • Ability to interpret pertinent laws, ordinances, rules, and regulations; communicate and exercise sound judgment in evaluating situations with tact, and prepare clear, concise, and accurate reports; and drive a car to inspection sites and meetings;
    • Proficient in using work-related computer applications, including e-mail, word processing, spreadsheets, databases, the internet, and other electronic devices to perform essential job duties.


    WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS

    Work is performed in indoor and outdoor environments. Work may require frequent standing, walking, and bending. Incumbents may be exposed to repetitive motion, vision to monitor, extreme temperatures and weather, moving traffic, unsafe buildings and construction sites, hazardous chemicals, airborne exhausts, and fumes.

    THE SELECTION PROCESS

    Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process. The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year. The top three ranks on the Eligibility List will have their application materials forwarded to the hiring authority for a selection interview.
