DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS At the direction of the Deputy Director of Transportation & Drainage Operations, the Senior Assistant Director will oversee the management of Traffic Operations. Will be responsible for the overall strategic oversight and direction of the activities of Houston's Intelligent Transportation Systems programs, and traffic operations consisting of street signs and pavement markings fabrications, installation and maintenance, traffic signal maintenance and installation, while ensuring compliance with applicable policies, procedures, and regulatory requirements. Manages all vendors to contractual agreements for performance and delivery. Research, review, and analyze new data, reports, products, and other information to ensure department policies and procedures are current. Manages multiple initiatives and projects simultaneously to achieve desired outcomes. Acts as liaison to other departments, government agencies, and the private sector. Meet with staff and leadership to ensure shared objectives and teamwork. Develop strategic goals, define objectives, and measure the performance of staff. Coordinate complex activities and implement effective and timely solutions to issues. Develop, monitor, review and approve expenditures that are in line with the approved budget.
WORKING CONDITIONS The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Department of Houston Public Works Emergency Management position at the Tier I Level.MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline would normally be obtained through a formal 4-year degree from a college or university and a professional certification/licensing is required.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS More than ten years of experience is required.

LICENSE REQUIREMENTS Valid driver's license and compliance with the City of Houston driving policy (A.P. 2-2).
