    TPWD MISSION

    GENERAL DESCRIPTION :

    Under the direction of the Support Resources Division Director, the Fleet and Radio Branch Manager performs complex (journey-level) managerial work administering the daily operation and activities for the Texas Parks and Wildlife Department Fleet and Radio program. Administers the fleet management and radio communication operations program and performs oversight activities of the fleet and radio staff. Oversees the maintenance and repair support for agency radio equipment and systems division and statewide. Establishes program goals and objectives and develops program guidelines, procedures, policies, rules and regulations. Develops schedules, priorities, and standards for achieving program goals. Monitors and evaluates program activities and develops and evaluates budget requests. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from High School or GED.

    Experience :

    Two years full-time experience in managing a large commercial vehicle fleet and/or two-way radio operations.

    One year supervisory or management experience.

    NOTE: Experience may have occurred concurrently

    Licensure :

    Applicant must possess or be able to obtain and hold within 30 days of employment, a Texas class "C" driver's license.

    NOTE: Retention of position contingent upon obtaining and maintaining required license.

    PREFERRED QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree in a field of study related to Fleet, Communications Technology and/or Business Management.

    Experience :

    Three years of full-time experience in managing a large commercial vehicle fleet and two-way radio operations.

    Two years supervisory or management experience.

    KNOWLEDGE, SKILLS AND ABILITIES :

    Knowledge of the principles and practices of public administration and management and of local, state, and federal laws and regulations relevant to Fleet and Radio Communication Management principles and practices covering a wide range of concepts from specification development to operational policies.

    Knowledge of radio and vehicle and related equipment purchasing, repair and associated industries.

    Knowledge of federal and state laws pertaining to transportation and fleet operations.

    Knowledge of Federal Communication Commission Laws.

    Knowledge of budgeting and fiscal management, personnel management and related civil rights laws.

    Knowledge of Clean Air Act requirements, alternate fuels and use in vehicle operations.

    Knowledge of safe use, operation and loss prevention practices related to radio, fleet and vehicle operations.

    Skill in effective verbal and written communication.

    Skill in providing quality customer service in a courteous and professional manner.

    Skill in effective interaction with staff at all levels of the department and other State agencies.

    Skill in using MS Word, Excel and Outlook.

    Skill in planning, assigning and/or supervising the work of others.

    Skill in training others.

    Skill in a applying Fleet and Radio Communication management knowledge to difficult and complex work assignments.

    Skill in applying this knowledge for the purposes of developing new methods and procedures.

    Skill in consulting and negotiating with and coordinating multiple entities.

    Skill in managing several projects simultaneously.

    Skill in meeting deadlines.

    Ability to establish goals and objectives to devise solutions to administrative problems.

    Ability to establish and administer agency fleet and radio management programs, set and achieve goals in efficiently managing vehicles and fleet operations and radio operations.

    Ability to prepare concise reports.

    Ability to develop and implement administrative policies and procedures.

    Ability to interpret specifications and perform inspections of new vehicles, radios and repairs to ensure compliance.

    Ability to learn and comply with state purchasing procedures.

    Ability to effectively plan, direct and manage programs and activities.

    Ability to work as a member of a team.

    Ability to work independently with little or no supervision.

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS :

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

    Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays.

    Required to perform work outdoors, occasionally in adverse weather conditions.

    Required to travel 10%with possible overnight stays.

    Required to operate a State vehicle.

    Must conform to TPWD dress and grooming standards, work rules and safety procedures.

    Non-smoking environment in State buildings and vehicles.
