    The Office of Administration has transformed its approach to better serve the citizens of Missouri. To help spearhead this effort, we are looking for an experienced, dynamic leader to lead our Operation Excellence.

    Efficiency and continuous improvement efforts are becoming increasingly essential in state government. An Operational Excellence Leader guides departments/divisions in these efforts to ensure growth and optimal services benefiting the State of Missouri’s citizens. This position will work closely with leadership to identify, pursue, and manage strategic initiatives to create a high-functioning organization.

    The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

    • Develop and execute strategies to create a culture of continuous improvement within the Department
    • Assess and strive to elevate the Department’s commitment to Operational Excellence
    • Plan, lead and oversee projects as assigned by Division and Department leadership
    • Drive continuous improvement efforts within the Department
    • Facilitate and oversee efforts related to the Department’s top strategic initiatives
    • Assist in development of performance measures
    • Develop or assist in development/ tracking of the Department’s dashboards
    • Facilitate meetings with management to review and examine project progress
    • Coach/ role model for others
    • Represent the Department in the monthly Operational Excellence Working Group meetings
    • Recruit and mentor new Operational Excellence team members within the Department
    • Collect and analyze data to look for opportunities for improvements


    Minimum Qualifications

    • Bachelor’s degree, Master's degree preferred (Substitution of degree may be allowed if combined education and experience are relevant for the position)
    • Lean Six Sigma Green belt or Black belt (preferred)
    • Demonstrated track record in successfully developing, implementing, and monitoring multiple projects simultaneously.
    • Familiar with customer service and process improvement. Using Lean practices to understand issues and drive continuous improvement.
    • Project management skills required, Program Management Professional (PMP) Certification (preferred)

    • Ability to manage complex tasks, including coordinating their success through alignment of cross-functional support.
    • Ability to work in a team environment to drive problem solving
    • Fosters an enthusiastic, creative, "can do" attitude.
    • Proactive, flexible team player who is comfortable leading in a fast paced environment.
    • Highly motivated, self-starter.
    • Detail oriented and organized, with excellent time management skills.
    • Exceptional written and verbal communication skills, from one-on-one to working with large, diverse groups.
    • Knowledge of basic data fundamentals and the statistics involved in data analysis.
    • Ability to provide constructive criticism or asks clarifying questions on methodology.
    • Display a high level of initiative, effort, and commitment to add value to the Department.
    • Ability to market ideas and initiatives in ways that build interest and encourage buy-in and participation among employees at all levels.
