The State of Missouri is seeking a dynamic Director of IT Finance and Administration to lead financial planning, cost management, and administrative operations across the Information Technology Services Division (ITSD), supporting 15 executive departments. This is a high-impact leadership role that blends fiscal strategy, compliance, and workforce development to support statewide IT initiatives.

    This position is with the Office of Administration, Information Technology Services Division (OA-ITSD) supporting Fiscal & Administration (F&A).

    Financial Strategy & Oversight

    • Monitor and manage IT-related appropriations across state departments.
    • Analyze budget performance, identify variances, and recommend adjustments.
    • Develop and present financial reports to executive and legislative stakeholders.
    • Ensure compliance with state and federal financial policies and internal controls.
    • Lead multi-year financial forecasting for IT operations and services.


    Cost Allocation & Service Analysis

    • Design and refine cost allocation models for the State Data Center and Telecommunications.
    • Analyze service usage data to ensure equitable cost distribution.
    • Collaborate with technical teams to validate consumption metrics and adjust allocation plans.


    Contract & Audit Management

    • Review and approve IT contracts and fiscal notes.
    • Coordinate internal and external audits, ensuring timely responses and corrective actions.
    • Maintain transparency and accountability through robust financial reporting.


    Administrative & Workforce Leadership

    • Oversee administrative support functions across ITSD.
    • Oversee onboarding, mentorship, and leadership development programs.
    • Collaborate with HR on recruitment strategies, job descriptions, and hiring timelines.


    Strategic Planning & Performance

    • Facilitate strategic planning sessions to align ITSD goals with statewide priorities.
    • Develop and track performance metrics to measure progress and impact.
    • Lead cross-functional teams to implement and report on strategic initiatives.


    • Proven experience in public sector finance, IT budgeting, or administrative leadership.
    • Strong analytical, communication, and strategic planning skills.
    • Ability to lead cross-functional teams and drive continuous improvement.
    • Deep understanding of governmental financial regulations and cost allocation principles.
    • Successful background check results are required for employment in this position. This may include background checks involving a candidate’s name and/or fingerprints and other screenings as needed for the specific position.

    This is a managerial position responsible for directing and managing finance and accounting functions for a large, complex agency. Incumbents are accountable for formulating fiscal policies and operating procedures to concur with laws, rules, and regulations, as well as the Government Accounting Standards Board (GASB). At this level, employees administer programs and/or prepare the agency budget in cooperation with the agency executive team. Employees at this level receive and resolve questions and problems presented by business partners, federal government agencies, local governments, state agencies, executive staff, and other employees.
