This position represents the City of Austin by observing and monitoring the work of contractors on a daily basis to ensure quality and compliance with approved engineering plans, contract specifications, and City engineering standards and codes.
Duties, Functions and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Leads teams responsible for monitoring and inspecting a wide range of construction activities for routine to highly complex CIP projects and requires corrections when deficiencies are identified to ensure quality and compliance with contract documents, engineered plans, technical specifications, and safety requirements.
- Serves as supervisory designee as necessary.
- Monitors work progress and consults with team members regarding problem resolution to ensure quality, consistency, and effectiveness of project inspection.
- Monitors all work performed by contractors during construction of large and highly-complex CIP projects, and documents job progress, delays, issues, and/or incidents to protect the City's legal interests.
- Reviews all contract documents, submittals, technical specifications, and participates in pre-construction meetings to gain full understanding of all aspects of construction projects assigned to the team.
- Ensures documentation is distributed appropriately.
- Verifies that contractor requests for progress payments accurately reflect material quantity records and are correctly calculated to ensure accurate payment to contractors.
- Coordinates and monitors materials and utility testing; evaluates test data; and determines compliance with approved plans, specifications, and construction details to verify materials meet or exceed required standards.
- Ensures third-party inspections are performed as required.
- Coordinates with the project design team to resolve conflicts and/or unforeseen conditions in accordance with design intent, contract terms, and City codes and ordinances.
- Submits recommendations for contract amendments and signs off on change orders consistent with contract terms, intent of plans, and specifications.
- Documents changes to the design plans during construction and coordinates with the contractor to prepare as-built plans when the project is completed.
- Coordinates project closeout and prepares project records for archive.
- Resolves and/or responds to routine to highly complex inquiries and/or complaints from contractors, sponsors, the public, and informs project team of issues as necessary.

Minimum Qualifications:- Graduation with a Bachelor of Science degree from an accredited college or university in Engineering, Architecture, or a construction science field, plus five (5) years of experience in construction inspection of capital improvement projects.
- Experience in construction inspection, engineering, or infrastructure construction may substitute for education up to four (4) years.
Licenses and Certifications Required:- Valid Texas Class C Driver License.
Preferred Qualifications:- Leads teams responsible for inspecting and coordinating a wide range of construction activities for routine to highly-complex CIP projects to ensure quality and compliance with contract documents, engineered plans, technical specifications, and safety requirements.
- Experience in identifying field issues and coordinate with design teams to provide technical guidance, interpretation, and recommendations to resolve highly-complex design problems in accordance with design intent, contract terms, and City codes, specifications, standards and ordinances.
- Experience with, and knowledge of, water and wastewater, storm sewer, concrete structures, road construction, and vertical construction.
- Extensive experience in large, high value and complex CIP projects.
- Experience in leading, training, mentoring and evaluating staff on their teams.
- Strong verbal and written communication, and computer skills.
- Ability to travel to multiple work locations.
Notes to Candidate:Position Overview:This position supports the City of Austin Capital Delivery Services by fulfilling ECC responsibilities as well as providing support to the ECC Supervisors. This position will assist with leadership duties including review of contractor payment applications, employee training and mentoring, SSPR development and disciplinary actions. This position serves as the acting supervisor in the supervisor’s absence.
Salary Range: $32.96 - $41.20
