    Position Description

    Tacoma Public

    Utilities (TPU) is seeking a highly skilled and experienced Senior Risk Analyst to oversee all aspects of our comprehensive risk

    management and insurance program. This critical role ensures the financial

    stability and operational continuity for our organization.

    Key Responsibilities

    The Senior Risk Analyst will serve as the primary expert in managing and mitigating organizational risk

    across the entirety of TPU including Tacoma Power, Tacoma Water, and Tacoma Rail.

    Insurance Management

    & Procurement

    • Analyze, purchase,

      and maintain excess liability and property & casualty insurance policies

      for all TPU divisions.
    • Prepare detailed

      applications for renewal and purchase of insurance policies.
    • Administer the

      insurance renewal process, acting as the key liaison between the insurance

      broker, department contacts, and the Insurance Committee.
    • Collaborate with the

      City of Tacoma Risk Management Team to ensure alignment in coverage and broker

      strategy.
    • Maintain and apply

      existing insurance coverage, advising departments on their policies and how

      they affect operations.
    • Analyze risk

      exposure and recommend the purchase of additional coverages as needed.


    Claims

    Administration & Litigation Support

    • Administer, process,

      and investigate third-party claims for damages against TPU. This includes

      communicating, negotiating, and procuring settlements and releases with

      claimants or their attorneys.
    • Process and

      investigate first-party subrogation claims, pursuing responsible parties for

      damages against TPU and determining appropriate demand amounts.
    • Represent TPU in

      small claims court and file suits on behalf of the Utilities.
    • Assist the City

      Attorney’s Office in the defense of TPU in litigation filed against the

      Utilities.
    • Document all claims

      processing information, including setting reserve amounts for pending

      settlements, within the Origami Risk Management system.


    Risk Mitigation

    & Training

    • Provide ongoing

      training and guidance to staff across the Utilities on best practices for risk

      management and mitigation strategies.
    • Advise and work with

      departments and the City Attorney’s Office to ensure the safe, satisfactory,

      and compliant operation of TPU facilities.


    Financial Reporting

    & Disaster Recovery (FEMA)

    • Gather and report on

      financial figures related to risk management, claims, and insurance.
    • Conduct FEMA

      reporting to the State of Washington, gathering and tabulating costs in a

      timely manner from each department by county following major events or

      disasters to ensure efficient reimbursement.
    • Provide subject

      matter expertise to the Insurance Committee and the Public Utility Board

      regarding insurance needs and purchasing.


    Qualifications

    Minimum Education*
    Bachelor's degree in risk management, law, business administration or directly related field

    Minimum Experience*
    4 years of risk management experience

    * Relevant education and experience may substitute for one another on a year-for-year basis.

    Licensing, Certifications and Other Requirements
    Washington State Driver's License
    Associate in Risk Management (ARM) desired.

    Retirement: All employees of the City, except members of the Police and Fire services, Tacoma Rail and certain project employees, are included in the Tacoma Employees' Retirement System.     Other Employment Information

    Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

    Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.

    Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
