    The Position

    OPEN EXAMINATION - NOTE: THIS RECRUITMENT FOR POLICE SERVICES OFFICER TRAINEE IS AN UNCLASSIFIED, NON-CIVIL SERVICE, AT-WILL FULL TIME POSITION. WHILE EMPLOYED, THE INDIVIDUAL APPOINTED WILL RECEIVE THE SAME SALARY, BENEFITS AND LEAVE ACCRUALS AS COMPARABLE SALARIED CLASSIFIED EMPLOYEES.

    Job Description: This non-sworn trainee classification works under close supervision participating in training work leading to progressively responsible tasks in several areas of the Police Department, including, but not limited to Parking/Traffic Enforcement and Investigative Services. The current vacancy for this position is in Parking Enforcement.

    This position reports to Police Services Supervisors or other Police supervisors or managers, depending on assignment.

    Cyber Security

    Minimum Requirements

    MINIMUM REQUIRED QUALIFICATIONS

    The following functions are typical for this classification. Incumbents may not perform all listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

    An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

    Education:

    High School diploma or equivalent.

    Experience:

    Desirable

    Experience working in a public safety agency.

    Transportation:

    Valid Class C California Driver’s License.

    Background Investigation

    A comprehensive background investigation will be conducted on all finalists, which will review and verify personal history including, but not limited to, financial responsibility, criminal history, drug use history, driving record, and verification of application materials. Significant issues or omissions in the above-stated areas may be grounds for disqualification. Background investigations will include Livescan fingerprinting and a polygraph.

    PARKING/TRAFFIC ENFORCEMENT ASSIGNMENT

    PARKING / TRAFFIC

    Studies, reviews, and enforces parking regulations by writing citations and arranges for vehicles to be impounded.

    • Learn to make independent decisions in accordance with established policies, procedures, regulations and ordinances.
    • Read and comprehend street maps.
    • Stand/sit for long periods of time.


    Verifies temporary no parking signs.

    Learn to conduct training on parking enforcement to City personnel.

    • Demonstrate skill in public speaking and presentation.


    Studies and reviews solutions to parking related issues.

    • Learn new information and initiate improvements in technical and procedural areas.


    Learns about traffic control services; assists with facilitating efficient traffic flow.

    • Learn and follow traffic control procedures to ensure safety and appropriate traffic flow.


    INVESTIGATION

    Learns about investigative procedures and techniques to address criminal activity.

    • Work with investigators and assist on complex tasks with confidential/sensitive material.


    Learns how to investigate property damage only collisions and how to conducts basic searches for latent prints, DNA evidence, and other evidence.

    • Follow established policies, procedures, regulations and ordinances.


    Under supervision, may assist in controlling access to crime scenes and may conduct security checks in non-dangerous situations.

    OTHER

    May represent the Police Department at public or community functions/events and makes presentations.

    • Demonstrate skill in public speaking and presentation.


    Learns to make entries to various databases.

    • Utilize a personal computer, computer terminal keyboard and common business computer software.


    INVESTIGATIVE SERVICES ASSIGNMENT

    INVESTIGATION SUPPORT

    Learns about investigative procedures and techniques to address criminal activity.

    • Work with investigators and assist on complex tasks with confidential/sensitive material.
    • Listen and ascertain relevant information quickly and accurately.
    • Apply California penal, vehicle, and other related codes and City of Glendale and Glendale Police Department policies and procedures.
    • Work with investigators and assist on complex tasks with confidential/sensitive material.


    Learns how to utilize pertinent computer applications to support investigations.

    • Learn and use specialized applications used in the Police Department.


    Aids with discovery requests.

    • Follow standard law enforcement operations and practices.
    • Learn penal, vehicle and other codes.
    • Learn the standing policies and procedures pertaining to police operations.


    May assist in processing subpoenas.

    Assists with filing misdemeanor cases with the District Attorney.

    • Learn penal, vehicle and other codes.
    • Learn filing systems.


    OTHER

    Assists in administrative support for grants administered by the Police Department.

    • Follow City policies and procedures related to grant administration.


    Assists in the administration of the asset forfeiture process.

    Assists with coordinating Department-hosted training.

    • Provide administrative support to training sessions of various sizes.


    COURT SERVICES ASSIGNMENT

    COURT SUPPORT

    Learns basic criminal and civil procedures to present and file misdemeanor and felony cases with the District Attorney’s Office.

    • Follow basic rules of criminal and civil procedures.


    Trains to become the liaison between courts and the Police Department.

    • Learn penal, vehicle and other codes.


    Learns to process subpoenas received by the Police Department and ensure they are timely served to the officers.

    • Follow the standing policies and procedures pertaining to police operations.


    Coordinates court appearance dates, makes appropriate computer entries to track subpoenas and timekeeping records

    • Utilize a personal computer, computer terminal keyboard and common business computer software.


    Evaluate and review cases rejected by the District Attorney’s Office for resubmitting.

    • Evaluate potential issues with documents related to criminal and civil procedures.


    Assist in gathering and providing materials needed for discovery or court related purposes, including but not limited to, reports, documents, audio recordings, video recordings, and photographs within established timeframes.

    • Adhere to rules of preserving chain of evidence.
    • Quickly and accurately operate complex computerized and mechanical equipment.


    Reviews a variety of police reports for legal issues, accuracy, and completeness; takes appropriate action to correct problems; initiates follow-up as needed.

    • Evaluate potential issues with documents related to criminal and civil procedures.
    • Understand and follow chain of command relating to escalation of issues.


    PUBLIC RECORDS/TECHNICAL

    Prepares audio, video, and other digital media for release in response to discovery or a public records act request; this may require redaction and advanced knowledge of software programs.

    • Quickly and accurately operate complex computerized and mechanical equipment.


    Assists with the administration of the Body Worn Camera and In-Car-Video program as directed by a supervisor.

    • Understand and learn to manage software and technology related to Body Worn Camera’s and In-Car-Video.

    TATTOO POLICY
    Unless otherwise exempted by the Chief of Police, no employee or volunteer of the Glendale Police Department shall have any visible tattoos, body art, or other skin markings while on duty - in uniform, business attire, or casual dress. Tattoos, body art, and/or other skin markings shall be completely covered by the authorized on-duty uniform (e.g. long sleeve uniform), business attire, or casual dress. Marks or scars from injuries or medical procedures are exempt from these policy restrictions.     Working Conditions

    Work may be performed outside in a variety of field and weather conditions or indoors in an office setting or confined quarters.

    Work is performed on a 24-hour rotating shift.

    Weekend or holiday work may be required.

    Emergency response may be required 24 hours per day, 7 days per week, including nights, weekends and holidays.

    Incumbents multitask in a fast-paced working environment and must remain calm and respond effectively in emergency situations.

    Selection Process

    EVALUATION OF APPLICATION: Submitted application will be reviewed to ensure applicants meet the minimum requirements. All qualifying applicants will be invited to participate in the selection process. Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.

    PRELIMINARY BACKGROUND QUESTIONAIRE: (PASS/FAIL) To determine whether the candidate meets the background investigation standards of the Glendale Police Department. May be waived if candidate currently works for the Glendale Police Department.

    WRITTEN EXAM: (Pass/Fail ) To evaluate the applicant’s ability to be successful in this position.

    ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and general background for the position. Candidates must achieve a minimum score of 70.00% on the oral interview in order to be placed on the eligible list.
