    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION

    This position is responsible for providing professional development opportunities for all of the employees of Texas Parks and Wildlife Department from the time the begin their career with New Employee Orientation through their growth, whether they're on a steep growth trajectory or a gradual growth trajectory. TPWD believes there is a leader in every seat, and the agency fosters a growth mindset in its employees. The HR-Training and Organization Development Team grows the TPWD leaders from an ever-expanding catalogue of topics (i.e., leadership, customer service, conflict management, feedback and coaching, communication, listening, etc.). Some of our classes are presented virtually; many are presented in person, at one of our 199 locations across the state or at a retreat center. Some classes last one hour, some last one week, others are 8 month-long programs. We travel ~45% of the time across our beautiful state to some of the most amazing locations!

    Under the direction and supervision of the Training and Organizational Development (TOD) Manager, this position serves as a Human Resources Trainer and performs highly complex (senior-level) training and development work for a wide spectrum of employees serving in law enforcement, natural resources, conservation, wildlife, and various support functions. Work involves researching, planning, designing, conducting, and evaluating workforce training and educational programs. Coordinates and conducts training on a variety of job competency areas. Develops curriculum and/or tailors training packages to meet agency or customer needs for in-person training and/or for virtual training or e-learning. Conducts formal needs and learning transfer assessments as required. Works under limited supervision, with moderate latitude in the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree in Education, Business, Management, Human Resources, Public Administration, Communications or closely related field.

    Experience :

    Two years experience conducting professional training related to individual development, adult education, employee training programs, workshop facilitation, and/or educational programs.

    Licensure:

    Applicant must possess or be able to obtain and hold within 30 days of employment, a Texas driver's class "C" license.

    NOTE: Retention of position contingent upon obtaining and maintaining required license.

    PREFERRED QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Master's degree in Human Resources, Organizational Development, Adult Education, Training, Communications, or Psychology

    Experience:

    Experience with administration and project management of training events, enrollment, marketing, and course design in state or federal agencies.

    Experience with planning education events for employees in dispersed, field-based locations.

    Experience in adult education and training delivery and curriculum development.

    Experience in conducting management training.

    Experience with e-learning systems.

    Experience with Adobe Captivate in creating e-learning modules and curriculum.

    Licensure:

    Current certification in at least one or more diagnostic assessment instruments such as DiSC and/or Myers-Briggs Type Indicator (MBTI).

    Current certification from the Association for Talent Development (ATD), Certified Professional in Learning and Performance (CPLP) or Human Capital Institute (HCI).

    Certified Professional in Learning and Performance Certification (CPLPC) professional trainer or Educator certification from a professional organization or national training company.

    KNOWLEDGE, SKILLS AND ABILITIES :

    Knowledge of current training and organizational development theories, methods and models;

    Knowledge of group process, group dynamics and interpersonal relations;

    Knowledge of needs assessments, instructional design and curriculum development;

    Knowledge of adult learning theory and education principles, practices and techniques;

    Knowledge of adult education in private or public sector organizations focusing on supervisors and managers;

    Skill in effective verbal and written communication;

    Skill in providing customer service in a professional and courteous manner;

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts or external vendors;

    Skill in working with multiple priorities, changing deadlines and interruptions;

    Skill in organizing and managing organizational development projects;

    Skill in using MS Word, Excel, PowerPoint, Access, Outlook, and the TPWD internal administrative system;

    Skill in using e-learning systems;

    Skill in the application of computer word processing, graphics, spread sheets and data bases for training and organizational development projects;

    Skill in designing print materials;

    Skill in instructing other adults using multiple training methodologies;

    Skill in team and interpersonal communication and group facilitation;

    Skill in instructional design and documentation, needs assessment, coaching methods and survey methodology;

    Ability to effectively speak before and facilitate groups of varying sizes in different settings;

    Ability to establish and maintain effective working relationships within TPWD and external organizations;

    Ability to work effectively and cooperatively in a small team setting;

    Ability to engage employees at all levels of the organization;

    Ability to design and administer training needs assessments;

    Ability to formulate learning objectives;

    Ability to create and evaluate training objectives, requirements and effectiveness of delivery;

    Ability to develop, market and promote programs in areas of responsibility;

    Ability to perform manual labor including, lifting supplies and materials up to 25 lbs.;

    Ability to perform work activities in accordance with TPWD safety program;

    Ability to complete required administrative paperwork on time.

    WORKING CONDITIONS

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

    Required to work overtime as necessary;

    Required to perform manual labor including, lifting supplies and materials up to 25 lbs.;

    Required to operate a State vehicle;

    Required to travel 45% with possible overnight stays;

    Non-smoking environment in State buildings and vehicles.
