This position advises the City's Executive Management Team, department directors, and other officials on matters related to strategic planning and organizational performance management. The consultant measures and analyzes performance to identify strategic and operational issues that impact City success, helping leaders solve complex problems and improve government performance. The position manages and supports Citywide planning, performance reporting, and data-driven performance review processes that strengthen program and service delivery. Job Description:Purpose:Responsible for providing project support to Department Directors and the Department Executive Team. Provides consulting services to process leaders and team leaders. Analyzes, and presents alternatives, makes recommendations and provides assistance for resolving business and technical issues confronting process leaders and team leaders in the areas of planning, performance measurement, change management, and periodic assessment review.

- Leads multiple process improvement teams
- Develops project work plans, project management and periodic assessment
- Facilitates the development of stakeholder analysis and communication plans for process improvement teams
- Identifies, collects, and researches to complete data analysis
- Makes recommendations to project teams and recommends organizational change utilizing appropriate talent
- Advises process leaders and team leaders in defining/identifying key measurers and setting performance targets
- Develops and improves models and methodologies for the department
- Reviews and critiques the work of functional team staff
- Communicates project and program information to all levels of the organization

Minimum Qualifications:Graduation with a Bachelors degree from an accredited college or university with major coursework in a field related to the job, plus three (3) years experience related to the job.

Preferred Qualifications- Experience facilitating the development of strategic and operational plans in public or non-profit organizations, including environmental assessments, goal and objective setting, and strategy development.
- Experience facilitating the development of operational, customer experience, and outcome-oriented performance measures, as well as the establishment of performance targets.
- Experience applying analytical methods - including comparative, trend, and variance analysis, as well as disaggregation of performance results - to generate actionable insights to inform policy and management decisions.
- Experience designing charts, graphs, and dashboards that communicate organizational performance information to diverse audiences, including executives.
- Experience producing organizational performance reports and data-driven presentations for diverse audiences, including executives.

Compensation:$71,630.00 to $90,980.00 annually
Work Location and Schedule: City Hall Monday - Friday; 8:00 a.m. to 5:00 p.m. Telework opportunities may be available up to three days a week.
Work schedules are implemented to meet the requirements of the department and are subject to change based on business needs.
