    Two full-time positions available with the General Services Department, Procurement Services Division, located at 414 E 12th St.
    Salary Range: $5,794-$8,833/month
    Normal Work Days/Hours: Monday-Friday 8:00 a.m.-5:00 p.m. *Telework schedule available after 6-month probationary period completed

    Responsibilities

    Duties and Responsibilities:
    • Serves as the on-site Procurement Manager for the Procurement Service Division (PSD) of the General Services Department.
    • Reports directly to the Chief Procurement Officer of the City of Kansas City, Missouri, emphasizing its importance in supporting the city's operations.
    • Leads planning, organizing, and execution of contracting operations for the designated department, playing a vital role in ensuring operational success and efficiency.
    • Understands and implements enterprise team.
    • Supervises personnel and manages contracting and administrative tasks to ensure accountability and operational efficiency.
    • Maintains department vendor relationships, negotiating agreements for materials and services, and ensuring compliance with federal, state, and city regulations through market and analyses.
    • Possesses expertise in preparing solicitations, analyzing proposals, executing negotiations, and awarding contracts/cooperative agreements.
    • Engages in strategic planning and policy development to align PSDs procurement activities with the department's goals.

    Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized knowledge, which includes:

    1) Advanced level in procurement strategy and design, focusing on leading collaborative design teams to develop effective contracting mechanisms that meet the needs of the requesting division. This involves engaging external stakeholders, offering business recommendations, implementing new acquisition strategies, and providing clear policy interpretations.

    2) An advanced level of understanding to enhance the procurement process at each stage by conducting thorough analyses of current trends and best practices, and systematically compiling valuable lessons learned. Leverage leadership skills to advocate for necessary adjustments to standard operating procedures and practices, ensuring greater efficiency and effectiveness in achieving organizational goals.

    3) An expert level of comprehension, coordination, and prioritization of tasks. The role involves meticulously overseeing the allocation of responsibilities to ensure work is executed effectively and efficiently. The focus is on optimizing workflow and ensuring that all duties are completed promptly, promoting a high standard of productivity and organization.

    4) Demonstrating a high level of expertise in overseeing operations for projects, tasks, and schedules across an entire portfolio. Adept at identifying essential resources while conducting thorough assessments of cost, quality, and risk factors. Plays a pivotal role in the strategic development of project schedules and efficiently directs associated tasks and resource allocation to ensure optimal project outcomes.

    5) Advance knowledge of procurement, covering cradle-to-grave contracting. This includes acquisition planning, market research, solicitation, source selection, cost and price analysis, negotiation, responsibility determinations, award management, and award closeout.

    Per the department as a condition of employment, selectee(s) must meet the following minimum qualifications or have an approved waiver signed by the Chief Procurement Officer before the final job offer is made:
    • Have at least four years of acquisition and assistance experience.
    • Have two years of management experience.
    • Be a Contracting Professional certified within their specified grace period.



    Qualifications

    REQUIRES an accredited Bachelor's degree and 3 years of experience at the level of Senior Procurement Officer. Preference given to those with a Master's degree from an accredited educational institution authorized to grant master's degrees (preference, in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management).

    The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
    For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
    Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

    If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
