    Charleston County Public Works Department is seeking a qualified Equipment Operator III/Training Specialist to support the Field Operations Division by delivering hands-on equipment, CDL, and safety training. This position focuses on instruction, employee skill evaluation, and training documentation while working closely with supervisors and management to ensure compliance with County, State, and Federal safety standards.

    This is a non-supervisory position and does not include responsibility for managing staff.

    Duties and Responsibilities

    The Equipment Operator III/Trainer is responsible for coordinating and delivering training for the Public Works Field Operations Division to ensure employees are trained efficiently and effectively in the operation of varying types of light to heavy construction equipment. The role includes assisting with the development and implementation of protocols, policies, and procedures to promote safe work practices and ensure equipment meets established quality standards for the Division. The selected employee will conduct commercial driver’s license (CDL) training, perform light to heavy construction equipment evaluations, and provide operational safety training.

    This is a non-supervisory position and does not include responsibility for managing staff.

    Minimum Qualifications

    Minimum Education: High School Diploma or GED

    Minimum Qualification: Three (3) or more years’ of progressively responsible experience in the operation and maintenance of various types of light to heavy construction equipment, with two (2) or more years’ experience in the operation and maintenance of semi-tractor-trailer trucks; or any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work. A valid South Carolina Class A Commercial Driver’s License with a clean driving record and the ability to maintain it is required.
    Duties are performed in both office and field environments and include, but are not limited to:
    •Provide hands-on training in the safe operation of light to heavy construction equipment, including dozers, graders, backhoes, excavators, loaders, compactors, dump trucks, forklifts, and related equipment
    •Assist in training and preparing employees for Commercial Driver’s License (CDL) examinations
    •Coordinate and support scheduled equipment training
    •Maintain accurate training schedules and reports
    •Complete timely and accurate documentation of training activities
    •Ensure training activities are conducted safely and in compliance with County, State, and Federal regulations
    •Assist with the development and update of training materials and reference guides
    •Communicate training progress, needs, and concerns to supervisors and management
    •Attend meetings, workshops, and training sessions to stay current on equipment operation, safety requirements, and industry best practices
    •Assist with emergency and disaster response operations as needed
    •Perform other related duties consistent with the role

    Knowledge, Skills and Abilities

    •Working knowledge of commercial truck operations, CDL requirements, and construction equipment operation
    •Knowledge of OSHA and applicable State and Federal safety regulations
    •Highly skilled in operating light to heavy construction equipment
    •Ability to train, coach, and evaluate employees effectively
    •Proficient in Microsoft Office (Word, Excel, PowerPoint)
    •Strong organizational and communication skills
    •Ability to manage multiple tasks and meet deadlines
    •Ability to work independently while supporting a team environment
