    JOB SUMMARY

    The Manhattan Beach Human Resources Department is looking for our next Human Resources Assistant. This position provides vital administrative support and organization to the department while also owning specific projects and tasks such as part-time recruitment, the rideshare program, and new hire entry. The ideal candidate will have previous experience in either municipal government or human resources, be highly responsive, and understand and value customer service in a high-touch environment.

    SUMMARY
    Under general direction, performs highly responsible clerical and administrative duties in Human Resources (HR) and Risk Management, and assumes primary responsibility for general office support, phone coverage, and reception duties.

    ESSENTIAL DUTIES

    • Provides first-line phone and in person customer service and assumes primary responsibility for general office coverage; responds to employee and applicant inquiries and routine requests for information and assistance from other employees and members of the public.
    • Provides office and administrative support for HR department, including opening, distributing, and processing mail; ordering and stocking office supplies, and scheduling; routing documents for signature; coordinating in-person and virtual meetings; records retention and filing as assigned.
    • Maintains schedules and calendars for department activities, including HR shared calendar, and individuals’ calendars as assigned; communicates departmental activities and office coverage internally and to other departments as needed.
    • Receives and processes departmental invoices.
    • Processes or assists with purchase card reconciliation and verification.
    • Processes departmental conference and training registrations, travel arrangements, and reimbursement requests.
    • Ensures departmental timesheets are submitted and processed; enters personnel action forms for departmental changes.
    • Assists other HR staff with recruitment planning and implementation, including processing and screening applications, making room reservations and preparing test materials; proctoring or assisting with exams; sending routine email correspondence to applicants; preparing job flyers and postings; and tracking the status of recruitments.
    • Administers recruitment for part-time positions.
    • Oversees and tracks the pre-employment process, including assigning and scheduling pre-employment medical exams according to established protocols, scheduling and conducting fingerprinting, communicating with candidates, coordinating logistics.
    • Completes onboarding activities, such as issuing ID badges and parking passes, coordinating IT access, labor association notifications, conducting new hire orientation and monitoring the completion of new hire paperwork.
    • Prepares announcements for new hires and promotions, event flyers, job bulletins and other documents utilizing the City’s graphic design software (Canva).
    • Enters, proofreads, or verifies personnel action forms in the City’s Human Resources Information System (HRIS)/Payroll system, as assigned; utilize the system to pull routine reports and query information.
    • Provides administrative and technical assistance to higher level staff in functional human resources and risk management areas, as well as special projects; conducts research and makes recommendations for process improvements and policy or procedure changes, as assigned.
    • Maintains various logs and databases utilizing spreadsheets and databases; compiles information and prepares data and reports related to departmental functions.
    • Updates the internal and external Human Resources web pages and social media sites.
    • Represents the Human Resources Department and provides administrative support for various Citywide committees and initiatives, as assigned.
    • Performs other duties as assigned.


    MINIMUM QUALIFICATION GUIDELINES

    Education/Training/Experience :
    • High School graduation or G.E.D. equivalent and one year of responsible clerical or administrative experience, preferably in human resources and/or a public sector agency, is required. College-level coursework may substitute for work experience on a year-for-year basis.

    Licenses, Certificates and/or Special Requirements :
    • In accordance with California Government Code Section 3100, City of Manhattan Beach employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.

    Knowledge of :

    City policies and protocols; office administration practices and procedures; correct English usage, including spelling, grammar and punctuation; word processing, spreadsheet, and graphics software applications; record keeping, filing, purchasing, and accounting practices and procedures; research methods; customer service practices.

    Ability to :

    Operate modern office equipment and computer hardware; use word processing, spreadsheet, graphics, and specialized software applications programs; possess organizational and interpersonal skills; work cooperatively with other HR and city employees, applicants, the public and other agencies; operate a personal computer; follow directions and work independently; maintain confidentiality; communicate effectively orally and in writing; interpret and understand policies and procedures; handle multiple tasks and work under time constraints; ability to work with accuracy and attention to detail; establish and maintain departmental files and confidential records.
