The Missouri Department of Social Services - Division of Youth Services seeks a Program Specialist, functioning as a DSS Information Technology Specialist, to be located in Jefferson City, Missouri. Information Technology Specialist position accountable for managing state IT projects for the Missouri Division of Youth Services located in Jefferson City, Missouri. The current rate for this position is $2,843 semi-monthly. Individual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift, or time-of-service pay).
As the Information Technology Specialist, you should be an excellent communicator and IT leader who is able to translate and navigate complex requirements and configuration needs for the Division of Youth Services. This position will assist in the configuration, data migration, integrations, testing and support of the DYS Case Management system implementation. Post implementation, this position will be responsible for the maintenance and operations of the DYS Case Management system, ensuring long term security, compliance and updates are maintained in the system.
The following tasks are the responsibility of the Informational Technology Specialist:
- Oversee IT projects within the Division of Youth Services - new case management system, time keeping
- Develop a working knowledge of the business model to ensure the configurations and custom components meet application requirements and performance goals
- Coordinate user acceptance testing to ensure software is configured correctly to meet business needs
- Analyze software security and ensure user security roles and user access is appropriate and compliant with security standards
- Monitor software application performance and analyze issues to assist software vendor in resolving issues
- Develop an understanding of the functional impact of various configuration options
- Analyze and configure rules and workflows to ensure the software meets business needs
- Manage and maintain system configurations
- Provide technical support for end users with software application issues
- Priority-based monitoring of SLA adherence for staff support tickets (P1-P3)
- Coordinate and provide recommendations for changes or enhancements to software vendor based on business need and prioritization
- Make appropriate configuration changes for software upgrades and ensure changes are tested before moving to production environment
- Manage system upgrades and enhancements in collaboration with relevant ITSD teams for ServiceNow Platform, App Dev, Security and Help Desk
- Liaison with Department and IT Leadership to determine the Division’s current and future needs for the Case Management system
- Prepare and present system designs through visual diagrams or other means for current and proposed business needs to stakeholders
- Work closely with project management teams to successfully monitor progress of system improvement initiatives (configuration and development)
- Monitor and troubleshoot inbound and outbound integrations and batch jobs, ensuring seamless communication with external systems
- Collaborate with enterprise architecture teams to align integrations with IT security and compliance standards
- Develop recommendations to update current integrations, as necessary
- Assist in the development of new integrations, as necessary
- Support project manager in delivering training for existing and new system functionality
- Perform other tasks as assigned
Knowledge, skills & abilities Knowledge of software development techniques and tools. Knowledge of business processes and programs to include: operating systems, software applications, software security standards, software development lifecycle (SDLC), Data communication principles (such as APIs, batch processes, secure file transfers), Database structure skills and Data Security (including basic HIPAA standards). Project management understanding and leadership skills are essential. Must be familiar with developing configuration and integrations. Skill in critical thinking, problem solving, and organization. Ability to establish project goals and objectives. Ability to communicate with team members and external stakeholders. Self-starter with the ability to work independently, prioritize and get things done. Experience with the development platform, ServiceNow, is preferred .
- Bachelor’s degree in Computer Science, Software Engineering, Information Technology or related fields and 2-5 years of relevant experience. (Substitutions may be allowed.)
