    ECC Human Resources Manager
    Emergency Communications Center
    Full Time, 12 Months
    Exempt, Pay Grade 36
    Benefits Eligible, VRS Eligible

    Job Summary/Objective:

    The HR Manager provides strategic and operational HR leadership for the Emergency Communications Center (ECC), a consolidated 9-1-1 dispatch center serving regional law enforcement, fire, and EMS agencies. This position is responsible for overseeing all aspects of human resources, including coworker relations, recruitment, compensation and classification, HR systems, and compliance with employment laws and policies. The HR Manager works closely with ECC leadership and partner agencies to ensure a high-performing, well-supported workforce capable of meeting the critical demands of the agency.

    Supervisory Responsibilities:
    • Supervises the HR Payroll & Benefits Specialist position.

    Essential Functions:

    Essential functions and responsibilities of HR Manager include, but are not limited to, the following.

    General Functions:
    • Lead daily HR operations, including FMLA counseling, coworker relations, recruitment, and disciplinary actions.
    • Assist with the development of strategies for performance management, coworker communications, compliance training, and other human resource functions that support the goals and objectives of the agency.
    • Interpret, and advise on personnel policies and disciplinary documentation. Develop ECC specific personnel policies. Respond to escalated coworker concerns. Investigate employee complaints and bring to resolution in a timely manner.
    • Ensures that all personnel practices are in compliance with state and federal laws and regulations, and the ECC Management Board’s policy.
    • Analyzes data from reports to determine future programs, tools, and process changes; Participates in cross-functional teams, as assigned.
    • Represent the ECC at VEC unemployment hearings. This responsibility includes preparing to defend the ECC’s position, understanding the laws pertaining to unemployment compensation and presenting the total unemployment case to include witness testimony.
    • Provides input to HR-related components of the ECC’s operational budget, as well as monitors, estimates, and plans for future needs; Performs related tasks as required.
    • Performs other related duties as required.

    Benefits:
    • Collaborate with Albemarle County HR to support coworker benefit education and enrollment.
    • Provide guidance on compliance with ACA, COBRA, HIPAA, FMLA, ADA, OSHA, and other relevant laws.
    • Serve as subject matter expert on benefits; advise leadership and coworkers on complex issues.
    • Lead benefit communications and vendor evaluation/selection, including RFP processes.
    • Provide recommendations for programs, policies, practices and processes associated with meeting the strategic goals of the agency.

    HR Systems:
    • Develop and run custom reports; maintain system alignment with the approved budget.
    • Serve as primary custodian of HR records, including electronic filing and compliance documentation. Ensuring accuracy of the data and compliance with all applicable laws and policies.

    Compensation & Classification:
    • Conduct compensation research and analysis lead salary surveys and data collection.
    • Recommend salary changes, reclassifications, and update pay structures.
    • Track and report key metrics for audits, compliance, and strategic planning.
    • Lead classification and pay strategy development in line with budgetary and legal requirements.
    • Conduct job analysis and update job descriptions.
    • Advise on pay policies, job classifications, salary setting, and performance-related compensation.
    • Develop and implement Total Rewards strategies, incorporating market trends and internal goals.

    Knowledge, Skills, & Abilities :
    • In-depth understanding of ECC rules, regulations, and administrative procedures, including police functions and the criminal justice system.
    • Strong grasp of federal, state, and local laws, ordinances, and departmental codes.
    • Familiarity with regional law enforcement, fire, EMS agencies, and related emergency services.
    • Comprehensive knowledge of human resources, including performance management, compensation, benefits, coworker evaluation, and professional development.
    • Proficient in HR information systems and knowledgeable about local government operations and organizational structure.
    • Strong written and verbal communication, including the ability to convey complex ideas clearly and concisely.
    • Proficient in Microsoft Office Suite and HR software tools.
    • Skilled in data analysis, report development, and problem-solving.
    • Effective leadership and supervisory capabilities with the ability to plan, organize, and direct teams.
    • Decisive and calm under pressure, with strong conflict management and crisis response skills.
    • Able to interpret and apply laws, regulations, and policies.
    • Maintains confidentiality and fosters productive, respectful relationships across all organizational levels.
    • Must possess, or be able to obtain, a valid driver's license in the commonwealth of Virginia maintain a good driving record based on standards set by the insurance carrier (driving records may be reviewed annually for continued qualification).

    Required Education and Experience:
    • Bachelor's degree from a four-year college or university with major work in human resource management, industrial psychology, business or public administration or related field.
    • Four years of progressively responsible multi-disciplinary human resources experience, to include compensation and employee relations.
    • Professional Human Resource certification issued by Public Sector Human Resources Association (PSHRA) or Society of Human Resource Management (SHRM) preferred.
    • Previous work experience in Public Safety and/or local or state government preferred.

    Special Requirements: Must meet the requirements to obtain and maintain Virginia Criminal Information Network/National Crime Information Center certification.

    Physical Requirements:
    • Occasional operation of employer-owned vehicles for travel to locations throughout the county and further is required.
    • Duties are normally performed in an office or classroom setting;
    • Hours of operation are normally 8 hours a day and 5 days a week;
    • Work periods may be flexible based on the workload at the time as approved;
    • Requires regular use of computer and smart screen and must be able to set up furniture (10-20lbs) and computer equipment in a classroom environment;
    • This position is considered essential personnel and is subject to working overtime, being held over, or called back for disasters, local emergencies, or special events;
    • Frequent contact with the public, police, fire, and local government agencies is required. These contacts may require considerable skill in diplomacy, tact, or discretion.

    Evaluations:
    • Performance will be evaluated on the ability and effectiveness in carrying out the above responsibilities.

    Salary Range:

    The salary range for this position is approx. $88,570 - $108,252 per year. Starting offer is based on applicable education beyond minimum, experience and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA Non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
