*****Up to $10,000 Hiring Incentive***** DUTIES SUMMARY   Under the general direction, of the Director of Water Utility, to plan, organize, implement and control installation, maintenance, operation and repair of electrical systems and equipment, water treatment facilities, pumps, boosters, pressure regulating devices and Hydro-generation, geothermal and chlorinating equipment, including constructing pumping stations; schedule, assign, monitor and inspect work in progress and upon completion.   DISTINGUISHING CHARACTERISTICS   The class of Water Utility Operations Superintendent reports to the Director of Water Utility.  The Water Utility Operations Superintendent is responsible for managing and coordinating the operation of the Department’s production and treatment facilities.  Work responsibility involves the supervision of subordinate administration staff and section supervisor.

DUTIES SUMMARY   Under general direction, to perform diverse and complex water, sewer, and wastewater engineering assignments; manage assigned projects, review and evaluate drawings and designs; issue and renew cost summaries and developer agreements; review and investigate compliance; prepare compliance and permitting documents; assist in development and maintenance of engineering and GIS data and databases, and provide supervision and direction to technical staff as assigned.                               DISTINGUISHING CHARACTERISTICS   The class of Engineer is distinguished from the Engineering Associate by a required designation as a registered professional engineer in the State of California. Incumbents in this class perform the more difficult engineering design and hydraulic evaluation assignments, serve as a signatory, and are expected to provide difficult technical analysis and support of engineering projects and programs. Supervision may be exercised over subordinate engineering staff. Supervision may be received from the Engineering Manager or Principal Engineer.

DUTIES SUMMARY   Under the general supervision of the Water Quality Control Officer, to maintain a water quality control program that complies with water quality monitoring standards as established by the Water Department, the State of California Water Resources Control Board (SWRCB), Division of Drinking Water, and the United States Environmental Protection Agency; monitor water quality throughout the Department’s water production and distribution system; review and monitor all water quality laboratory data; maintain all water quality laboratory test information; complete all required water quality reports; administer the Department’s backflow prevention device testing program; monitor water levels throughout the ground water aquifer; troubleshoot and calibrate water level transducers; Monitor and maintain the geothermal system; and perform other related duties as assigned.    DISTINGUISHING CHARACTERISTICS   The class of Water Quality Lead Worker is a specialized position in the water utility field.  This classification directs the daily activities of the Water Quality Control Section.  Supervision is received from the Water Quality Control Officer.  Lead supervision is exercised over the Water Quality Control Section staff.

DUTIES SUMMARY   Under general supervision or direction, to perform a variety of skilled, semi-skilled, and unskilled duties related to wastewater collection system cleaning and blockage clearing work; participate in the construction, assessment, maintenance, and repair of the Department’s wastewater (sanitary sewer) collection systems;  operate closed-circuit (CCTV) and global-positioning system (GPS) equipment to inspect or document sanitary sewer lines and related facilities; operate and maintain a variety of light, medium, and heavy-duty motorized equipment and power/hand tools; ensure compliance with the general waste discharge orders issued by the California State Water Resources Control Board and the Department’s Sewer System Management Plan (SSMP); and perform related duties as assigned.   DISTINGUISHING CHARACTERISTICS   The Collections System Worker I is the entry/journey-level classification in the Department’s Collections System Worker series. Initially under direct guidance, incumbents learn and perform a variety of routine duties in the maintenance, repair, construction and/or installation of wastewater collection lines, mains, and facilities, monitor and maintain the Department’s sanitary sewer lines, and clear line blockages.  Duties may involve the operation of mechanical equipment related to specific assignments. Incumbents in this class require the ability to work independently, exercising judgment and initiative.   The Collections System Worker I is distinguished from the Collections System Worker II in that an incumbent in the latter class operates more sophisticated equipment such as a sewer line video camera and related computer equipment.  The Collections System Worker I is further distinguished form the Collections System Lead Worker in that an incum­bent in the latter class is responsible for overseeing the work of a Collections System Crew and ensuring proper safety guidelines and procedures are followed.   Incumbents in the Collections System Worker I classification are expected to perform at the journey-level within one (1) year of appointment and are expected to exercise discretion and independent judgment within established guidelines. Employees in this class typically report to the Collections System Supervisor.

DUTIES SUMMARY   Under the general direction of the Engineering Manager, to plan, direct, supervise, and review the activities of staff engaged in the construction management, inspection, constructability review, and assist in the planning and scheduling for the construction, or alteration of water utility, water reclamation, sewer collections, power generation, and geothermal systems; gather and compile data, prepare, and review design plans for constructability, preparation or review of construction cost estimates, specifications, and reports; direct and assist engineering personnel with matters associated with construction management and construction inspection; oversee the management and coordination of contractor/developer-installed projects; and perform other related duties as assigned.   DISTINGUISHING CHARACTERISTICS   The single position class of Construction Services Manager is an advanced supervisory level position in the Engineering technical/professional series for the Construction Services Group within the Engineering Section. Supervision is received from the Engineering Manager. Responsibilities include performing diverse, specialized, and complex work involving significant accountability and independent judgment. Supervision is exercised over Construction Project Managers, technical and professional engineering staff, and support staff.   This class is distinguished from the Engineering Manager by the latter’s full management authority in planning, organizing, and directing the full scope of programs, projects, and related engineering activities for the entire Engineering Section, including GIS and mapping services, development services, planning and design services, and construction services.

DUTIES SUMMARY   Under general supervision,  to perform varied and highly responsible and complex administrative support tasks of a paraprofessional nature; coordinate section administrative office activities in support of a division, and/or perform highly technical operational functions in support of ongoing activities and projects for a major division; may perform lead and training duties; exercise regular and substantial independent judgment and procedural knowledge in performing work requiring interpretation of rules, regulations, procedures, policies, and guidelines; perform related work as required.   DISTINGUISHING CHARACTERISTICS   This class is the advanced, technical and para-professional level in the office support series. This class is distinguished from the journey level Senior Office Assistant by the higher complexity confidential, and technical nature of assignments.  Incumbents in this class serve as the key coordinator for Section administrative office activities, perform lead and training duties, and perform diverse and complex technical support work requiring technical or in-depth knowledge and training in specialized areas, projects, or programs, requiring application and understanding of the specialized or technical area.   Incumbents are required to exercise substantial and regular independent judgment in performing work assignments, to handle and prioritize multiple high-level technical responsibilities for assigned functional area independently and possess substantial knowledge and understanding of the functions of the work unit operations in performance of work assignments.   Supervision and direction are received from an Administrative Coordinator or Section Head. 

DUTIES SUMMARY   Under general direction, perform technical environmental services work related to gathering, summarizing, evaluating, and reporting water quality data and assisting with implementation of water quality programs related to water supply and water quality. May assist in scheduling and verifying backflow testing, cross-connection investigations, data analyses, and compliance meetings and reporting.   DISTINGUISHING CHARACTERISTICS   The class of Water Quality Specialist is a specialized position in the water quality field. This classification will be primarily responsible for ensuring the Department maintains compliance with the State’s Cross Connection Control Policy including assisting with the development of the Department’s Cross Connection Control Plan, laboratory data analyses, backflow device database management, and regulatory compliance reporting of Water quality data. Supervision is received from the Water Quality Control officer.

DUTIES SUMMARY   Under general supervision of the Safety Manager, perform varied and technical tasks in support of ongoing activities and projects for the Water Department. Responsibilities may include: assisting with hazardous materials management, safety-related reporting, gathering data for liability claims, workers compensation, commercial drivers programs; maintenance of databases, collection, tabulation, and summarize data for compliance determinations; interview people and collect information to complete reports, inspections, and other documentation; identify safety hazards and regulatory compliance issues; assist in preparation of job hazard analyses; complete OSHA required 300 Logs; schedule and track employee training; exercise independent judgment and procedural knowledge in performing work requiring interpretation of rules, regulations, procedures, policies and guidelines; perform related work as required.   DISTINGUISHING CHARACTERISTICS   The Class of Safety Specialist is an entry level class assigned to work with the Safety Manger and Safety Coordinator in the Environmental and Regulatory Compliance Division, depending upon the workload and needs of the Department. Assigned programs include, but are not limited to, Safety, Loss Control, and Waste Management.
